### Procurement Information

The award of contract by NTP is sought in compliance with the Public Contracts (Scotland) Regulations 2016 under clause 6.1b (ii) on the basis of competition being absent for technical reasons. The identified company Ironside Farrar, from their recent experience and involvement in the initial project stage, have specific technical knowledge of the project site, the related design constraints and the associated design risks giving them a developed understanding of the following: -The site characteristics and geotechnical and geoenvironmental ground conditions for RATL Motherwell and adjacent land within the wider Ravenscraig site as needed to ensure the detailed design is practicable and feasible within the related constraints. -RATL Motherwell preferred route option concept design, including the design options discounted and the emerging design solutions to be developed at the detailed design stage. The council determined there was no reasonable expectation of the requirement to increase the length of the approved APB6 indicative active travel route to such an extent within the Ravenscraig site and therefore no expectation of the associated degree of ongoing technical input needed at the detailed design stage. This, together with the phased approach enforced by reliance on external funding and the time limited nature of such, removed the ability to include for continuity of technical service provider through the procurement process and subsequent award of contract for the initial, and now completed, optional appraisal and design development stage.
