The requirement arose due to the unexpected and immediate cessation of services by the incumbent skip hire supplier. The Business notified the Council that they would cease trading within a period of approximately two weeks due to family health issues. The provision of skip hire and waste uplift services is essential to support the Council's Building Services operations, including statutory repairs, maintenance and construction activities. Without these services, the Council would be unable to safely and legally manage waste arising from operational sites, leading to significant risks to health and safety, environmental compliance, and service delivery. Given the very short notice period provided, it was not possible to undertake a compliant competitive procurement procedure within the available timeframe. The use of the negotiated procedure without prior publication is therefore considered strictly necessary to ensure immediate continuity of service.
