## Summary

The procurement process is being initiated by Scotland Excel, a central purchasing body located in Paisley, UK, with a focus on the supply and delivery of heavy and municipal vehicles. This tender spans various industry categories related to vehicle supply, such as refuse collection vehicles, winter maintenance vehicles, and more, to be employed by all 32 council areas in Scotland. Currently, at the planning stage, the process began with a Prior Information Notice (PIN) on 17 June 2026, highlighting the anticipated publication of future tenders. The procurement intends to address various geographical locations within the Scotland Excel membership. The key date to note for further notifications is 3 July 2026, and the procurement method aligns with the open tendering process under the GPA and CELEX legal basis.

This framework presents significant opportunities for businesses engaged in vehicle manufacturing, body building services, and alternatively fueled vehicle solutions such as electric or hydrogen-powered vehicles. It allows companies to offer leasing options, buy-back schemes, and other value-added services which can cater to public sector needs. The vast scope covering multiple vehicle types and services is suitable for well-established firms with experience in large-scale logistics and supply. Engaging with this procurement could provide substantial business growth prospects through long-term agreements with Scotland Excel's member organisations. Interested parties will be well-positioned if they have capabilities to deliver across diverse geographical areas within Scotland and have a comprehensive understanding of public procurement frameworks.
