## Summary

South Lanarkshire Council is in the planning stage of a procurement process for the delivery of Chartered Institute of Housing Qualifications at Levels 4 and 5. The focus is on enhancing the professional knowledge and skills of their staff, ultimately improving service outcomes for customers. The procurement falls under the services category and is specifically related to education. The in-person delivery is expected to be reachable within an hour by public transport from the Council's headquarters in Hamilton, UKM95. A market engagement questionnaire is currently available with a submission deadline of 12:00 on 2 June 2026. This initiative reflects a commitment to comprehensive service enhancement through professional development.

This tender represents a significant opportunity for educational service providers that specialise in housing-related qualifications. Businesses experienced in providing bespoke training solutions, particularly those capable of delivering in-person sessions, will find this tender particularly appealing. The opportunity will likely attract organisations adept at blending online and in-person instructional methods, given the mixed delivery approach anticipated. With the potential enrolment starting in September 2026, responsive and innovative educational firms can leverage this opportunity to showcase their capability in providing quality training that aligns with governmental standards and expectations.

## Notice

South Lanarkshire Council requires staff to undertake the Chartered Institute of Housing (CIH) Level 4 and 5 qualifications to strengthen professional knowledge, skills and consistent practice across the service. Achieving a nationally recognised housing qualification supports individual development and progression by evidencing competence, building confidence in applying housing legislation, policy and best practice, and creating clearer pathways into specialist and senior roles. In turn, this improves outcomes for customers by helping staff provide accurate advice first time, make well-informed and fair decisions, and deliver a more responsive, customer-focused service with greater consistency and quality. The delivery of these qualifications must be in-person, at a location which can be reached within 60 minutes by public transport from South Lanarkshire Council Headquarters: Almada Street, Hamilton ML3 0AA.
