## Summary

Perth & Kinross Council is buying treatment of mixed scrap metal collected from households and businesses at all nine of its household waste recycling centres. The council treats scrap as an income-generating material and aims to secure best value from its waste services. The contract offers two service models: treatment only, with the council transporting material from Friarton Depot in Perth to the provider’s facility within a 120-mile round-trip haulage limit; or haulage and treatment, with the provider arranging transport from Friarton Depot to its treatment facility or a third-party reception point. The work is for the council’s waste service and covers material arising across Perth and Kinross. The treatment site may be the provider’s own facility or, under the haulage-and-treatment model, a third-party reception point.

The procurement is complete and the contract was awarded to Robertson Metals Recycling Ltd. The contract is active and was signed on 27 May 2026. Its stated term is three years, commencing on 1 June 2026, with two optional one-year extensions. The contract value is £146,580. The council used a restricted procedure and proposed a dynamic purchasing system route, which allows pre-qualified suppliers to compete while the council sets the specification. The single lot allowed suppliers to respond to either or both service models: treatment only, haulage and treatment, or both. Three bids were received, all from small and medium-sized enterprises. The stated procurement category is services; the subject classification is waste-related services (CPV 90500000).

This award shows demand for a specialist service that recovers value from mixed scrap metal collected through a local authority’s recycling-centre network. Suppliers are best placed to compete when they can demonstrate relevant qualifications and experience treating mixed scrap, handling material from multiple collection sites, and delivering reliable, good-value service. The two models create distinct operating requirements: treatment-only providers need an appropriate facility reachable within the council’s haulage limit from Friarton Depot, while full-service providers also need dependable haulage capacity, whether in-house or through a subcontractor, and suitable containers for material bulking at the depot. The award to an SME and the three SME bids indicate that smaller businesses participated successfully in this competition. Experience with public-sector specifications and pre-qualification through a dynamic purchasing system would also be relevant when this council next procures the same requirement.

## Notice

PKC is seeking a contractor for the treatment of scrap metal derived from householders and businesses at all 9 HWRCs. Scrap metal is an income generating commodity. PKC Waste Services strives to maximise best value across all waste streams, and income generating commodities such as scrap metal helps to relieve budget pressures. It is proposed that the DPS option is pursued. The use of the DPS recognises that suppliers have already carried out the work to be pre-qualified and is less resource intensive but still allows Local Authorities to have control over specifications within the tender. The use of a DPS also honours the Councils preferred procurement hierarchy.
