## Summary

West Lothian Council, a regional authority located in Livingston, is actively seeking bids for the procurement titled "WLC Provision of Parental Employment Support." This tender falls under the services category and aims to provide employability support for parents across West Lothian. The project, divided into two lots, will commence its procurement process on 5th June 2026, with the submission deadline set for 6th July 2026 at midday. The procurement follows an open procedure, allowing electronic submissions through a specified online platform. The total contract value is specified at £225,000, with an option for a 24-month extension based on performance and funding availability. Delivery locations focus on the UKM78 region (West Lothian), and the tender prioritises quality criteria over price in award decisions, with respective weightings of 90% and 10%.

This tender presents a significant opportunity for third-sector and private-sector partners, particularly those with expertise in providing person-centred, trauma-informed support. The successful bidders will help deliver two programmes: Early Engagement and Pre-Employability Support and Progression and In-Work Preparation. These programmes align with initiatives like "No One Left Behind" and are designed to support parents furthest from the job market, enhancing employability through various supportive services. Businesses specialising in offering employability skills, mental health and wellbeing support, and work experience placements will particularly benefit from this initiative. With provisions for consortium bids, the tender encourages collaborative approaches to meet the diverse needs of participants and complement existing council services without duplication.
