South Lanarkshire Council has a track record of successfully assisting humanitarian programmes resulting from conflict abroad. As a result of the conflict in Ukraine, demand for refuge accommodation and support across the United Kingdom has significantly increased. As a result of significant and continued demand for accommodation and limited opportunity for move on from hotel accommodation, which is intended as a very temporary option, the Scottish Government has requested local authorities' source suitable accommodation options to meet the needs of Ukrainian displaced persons and expedite the move onto more settled accommodation.

It was strictly necessary that the contract be awarded without delay for reasons of extreme urgency either brought about by events out with the control of the Council or to prevent danger to life, serious risk to health or damage to property (Standing Order 9.3.2) It was strictly necessary for reasons of extreme urgency brought about by events unforeseeable by the Council and the time limits for open procedure, restricted competitive or competitive procedure cannot be complied with (Regulation 33(1) (c)).
