Regulation 33(1)(b) of the Public Contracts (Scotland) Regulations 2015 for the following reasons: The contract can be supplied by only one suitable supplier because competition is absent for technical reasons and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement.
