## Summary

Highland Council is procuring a housing and property maintenance framework for work commissioned as required across the Inner Moray Firth. The Housing lot covers council houses and includes general building, specialist cleaning, plumbing, heating and ventilation, joinery, general and specialist electrical work, painting and decorating, roofing and guttering, ground works and excavation, and principal contractor services. The Property lot covers the council estate, including schools, council offices and public buildings, with civils and drainage, fencing and gates, general building, joinery, painting and decorating, roofing, electrical, heating, plumbing, ventilation and multi-trade services. Delivery covers Inverness, Nairn, Dingwall, Beauly, Tain and Fort Augustus. Other Highland areas are intended to be tendered separately later.

This opportunity suits competent, qualified and experienced contractors able to deliver one or more housing or property maintenance trades, or to act as a principal or multi-trade contractor. It is suitable for firms with the operational capacity to respond to work orders across a geographically wide area, including remote locations, and to support service continuity. Relevant specialists include builders, cleaners, plumbers, heating and ventilation engineers, joiners, electricians, decorators, roofers, ground workers, drainage and civils contractors, fencing specialists and multi-trade providers. The requirement reserves execution to a particular profession and includes suitability and technical selection requirements. Contractors must be able to work in English, provide mandatory community benefits and operate with electronic ordering, payment and permitted electronic invoicing.

## Notice

The Highland Council intends to put in place a Framework Agreement with a number of suitably competent, qualified and experienced Contractors to provide Housing & Property Maintenance Services for various service users/requirements for the Inner Moray Firth Area, on an 'as and when' required basis. The Council shall give no guarantee of the volume of work or orders, if any, to be undertaken in relation to the Framework. The Framework shall be divided into lots by type of service required (Housing & Property) and sub-lots individual trades, where applicable, as follows: Lot 1 - Housing Sub Lot Trade HR01 - General Builder Works HR02 - Specialist Cleaning HR03 - Plumbing HR04 - Heating & Ventilation HR05 - Joinery HR06 - General Electrical Repairs and Minor Works HR07 - Specialist Electrical Systems and Complex Works HR08 - Painting & Decorating HR09 - Roofing & Guttering Works HR10 - Ground Works and Excavation HR11 - Principal Contractors Lot 2 - Property Sub Lot Trade CS01 - Civils / Drainage CS02 - Fencing & Gates FS01 - General Builder Works FS02 - Joinery FS03 - Painting & Decorating FS04 - Roofing BS01 - Electrical BS02 - Heating BS03 - Plumbing BS04 - Ventilation MS01 - Multi Trades Tenderers may bid for one or more Lots and Sub Lots as long as they meet the requirements as detailed in the Specifications for Lot 1 (Housing) and Lot 2 (Property)

The Property Lot (Lot 2) will be put in place to provide a number of suitably competent, qualified and experienced Contractors to repair and maintain the council property estate such as schools, council offices and council owned public buildings for the following trade sub lots: - CS01 - Civils / Drainage CS02 - Fencing & Gates FS01 - General Builder Works FS02 - Joinery FS03 - Painting & Decorating FS04 - Roofing BS01 - Electrical BS02 - Heating BS03 - Plumbing BS04 - Ventilation MS01 - Multi Trades The Framework shall be for a 36 month period, with the option of multiple extensions to be extended by up to 24 months, subject to each lot / sub-lot (where applicable) requirements i.e., each lot / sub lot may be extended independently of each other (each lot / sub lot evaluated and awarded independently), and by mutual agreement.
