## Summary

The Scottish Government, on behalf of the Scottish Ministers, commissioned the 2026 Social Attitudes Survey, a social research services requirement (CPV 79315000) covering Scotland. The work is intended to provide robust, high-level quantitative time-series data on social attitudes, including public views of government. The appointed contractor is required to deliver the established Core Module in line with previous methodology. The requirement also includes an optional Intra-Household Distribution Module, which measures changes in attitudes and experiences relating to the distribution of resources within households. Its findings will support evaluation of the updated Tackling Child Poverty Delivery Plan and provide updated data for the Scottish Gender Equality Index. The buying organisation is the Scottish Government.

The procurement has reached the award stage. National Centre for Social Research was selected as supplier following a process in which one bid was recorded. The award value is £90,918. The associated contract is recorded as active. The requirement covered the 2026 Social Attitudes Survey Core Module, with the Intra-Household Distribution Module available as an optional part of the bid. The published outcome identifies social research services as the main category and used the Social research services classification. The information describes the survey scope and previous methodology, but does not set out further procedural or evaluation criteria. This outcome shows a Scottish Government purchase of a defined quantitative research service from a specialist research provider.

This procurement is relevant to organisations with established capability in large-scale quantitative social research, survey design and delivery, and the production of robust time-series evidence. Credible competitors for a future requirement would need to demonstrate that they can replicate or work consistently with an existing survey methodology while collecting data on public attitudes across Scotland. Experience of measuring attitudes and household experiences would be particularly relevant to the optional Intra-Household Distribution Module. Suppliers able to turn survey evidence into reliable analysis for government policy evaluation and national indices would be well placed. The award also demonstrates demand for specialist research supporting child-poverty policy evaluation, gender-equality measurement and understanding public views of government.

## Notice

The contractor will deliver the Social Attitudes Survey 'Core Module' in accordance with previous methodology.Optionally, contractors may also choose to tender for the opportunity to deliver the Social Attitudes Survey Intra-Household Distribution Module as part of the same bid, alongside the Core Module. This module will deliver primary quantitative research to measure changes in attitudes and experiences of intra-household resource distribution. This work will assist in meeting commitments within the updated Tackling Child Poverty Delivery Plan Evaluation Strategy and will also provide updated data for the Scottish Gender Equality Index.
