## Summary

Renfrewshire Council has completed a public procurement process for a Framework for Transportation, aimed at providing transport services including buses, taxis, and private hire cars. This procurement falls under the industry category of general public services and serves the Renfrewshire area, with the process currently in the award stage. The tender involves four Lots: Additional Support Needs (ASN) Buses and Taxis, as well as Ad Hoc Buses and Taxis, for which services started on 17 June 2026. The process adopted was an open procedure, a method that encourages competitive participation.

This tender creates considerable business opportunities, especially favourable for small and medium-sized enterprises (SMEs) in the transportation industry. Given the open procedure and multiple Lots available, there are numerous entry points for businesses to engage based on their service capabilities and structure. Companies proficient in providing standard, accessible, and reliable transportation services, including those catering to additional support needs, stand to benefit significantly from participation in this framework. As there is no defined cap on the number of suppliers per Lot, there is ample opportunity for diverse businesses to secure contracts and expand their market reach within the public service sector in Renfrewshire.

## Notice

Renfrewshire Council has awarded a framework to suitably qualified Service Providers. The framework will be used to meet Renfrewshire Council's transport requirements - provision of bus, taxi and private hire car services for Service Users - including children and adults with additional support needs (ASN) as well as tenants, tenant representatives and other Service Users, where required. Mainstream school transport requirements will continue to be procured through SPT and do not form part of this requirement. The main users of the Framework will be Renfrewshire Council's Children's Services. However, the Framework will be available for use by any Renfrewshire Council service, including Renfrewshire Health and Social Care Partnership. The main objective of the Framework is to ensure the provision of safe, suitable, efficient and reliable transport between each Service User's location (eg place of residence) and their required destination (eg school, day care centres, swimming pools/other leisure facilities, temporary accommodation, etc). Some Call-off Contracts will require an Escort, and where necessary this will be advised by the Council. There will be four Lots, and Tenderers were invited to bid for any number of Lots, appropriate to their own business structure: Lot 1 ASN Buses - Lot 2 ASN Taxis - Lot 3 Ad-hoc Buses - Lot 4 Ad-hoc Taxis The Framework started on the Commencement Date stated in the Letter of Acceptance (17 June 2026). The Council will call off from the Framework throughout its duration, but Tenderers were advised that there is no guaranteed level of spend through any Call-off Contracts awarded under the Framework. Tenderers had to complete a Master ITT and AT LEAST ONE Lot ITT. The Council did not set a limit on the number of successful Tenderers for appointment to the Framework or to any one Lot.
