## Summary

The West Dunbartonshire Council, acting on behalf of the West Dunbartonshire Health and Social Care Partnership, is initiating an open procedure for the "Foundations for Change Framework," aimed at supporting adults aged 18 to 65 with additional support needs. This framework covers the provision of community support services across various conditions such as learning disabilities, autism, complex needs, physical disabilities, cognitive impairments, sensory impairments, and mental health challenges. The tender is at the "tender" stage with submissions closing on 18 September 2026, and the award period commencing on 21 September 2026. The initiative is set in the West Dunbartonshire region and forms part of a broader effort to enhance health services, with an estimated total value of £23,690,000. The framework will remain open for new providers and is structured around multiple lots to cater to specific needs.

This tender presents significant opportunities for qualified service providers who specialise in health and social care for adults with specific support needs. It encourages participation from businesses that focus on delivering person-centred, outcomes-driven services. Companies adept at providing care through options like Self Directed Support and those with experience in maintaining compliance with legislative and professional standards will find this framework suitable. The procurement method allows for new entrants over its 60-month duration, extendable by an additional 24 months. With award criteria heavily focused on quality (80%) and price (20%), providers capable of demonstrating quality assurance, compliance, and community involvement will be well-placed to succeed. The framework also includes community benefit requirements, thus fostering societal contributions alongside economic growth.
