## Summary

The Highland Council is in the planning stage of a procurement process to establish the Inner Moray Firth Housing & Property Maintenance Framework for 2026. As the central purchasing body, Highland Council aims to create a Framework Agreement with qualified contractors to provide housing and property maintenance services on an 'as and when' required basis in areas like Inverness, Nairn, and Dingwall. The framework is structured into two main lots: Housing and Property, each with multiple sub-lots for specific trades such as plumbing, joinery, and electrical repairs. The procurement method involves a tender process, with a minimum framework duration expected to be three years, starting from a future notice date of 3rd August 2026. The estimated total value of this tender is £49.6 million.

Businesses specializing in building maintenance and repair services are well-positioned to benefit from this framework, which offers opportunities across various trades, such as general building works, specialist cleaning, and complex electrical systems. Companies with expertise in both standard and advanced construction and maintenance services can bid for multiple lots and sub-lots, potentially enhancing their market presence and expanding their service portfolio. This framework represents a substantial growth opportunity for contractors in the public services sector, especially those operating in the Inner Moray Firth area, looking to secure long-term projects within the public sector.
