## Summary

Scotland Excel is procuring a multi-disciplinary engineering and technical consultancy framework for Scottish councils and other participating public bodies. The work is primarily civil engineering and associated professional services, delivered at locations across Scotland within participating councils and associate members. Nine service areas are covered: roads and structures; transport and traffic; environmental engineering; land surveying; drainage and flooding; geoenvironmental and geotechnical services; coastal and maritime structures; master planning; and project and commercial management. Activities include highways, bridges, drainage, flood risk, traffic management, environmental assessment, surveying, geotechnical testing, coastal infrastructure, urban planning and commercial management. The main classification is engineering services (CPV 71300000). Scotland Excel acts as the central purchasing body, giving eligible public-sector organisations a route to call off these consultancy services.

The procurement is complete and has been awarded through an open procedure as a framework agreement. Contracts were signed on 22 May 2026 and are active. Awards were made separately for each service area: roads and structures, £48,000,000; transport and traffic, £67,200,000; environmental engineering, £3,200,000; land surveying, £1,600,000; drainage and flooding, £9,600,000; geoenvironmental and geotechnical services, £4,800,000; coastal and maritime structures, £3,200,000; master planning, £8,000,000; and project and commercial management, £14,400,000. Each lot used the same evaluation basis: technical quality worth 60% and price worth 40%. Multiple suppliers were appointed to every lot, with between six and 23 suppliers per lot. The framework is subject to the applicable Scottish public-contracts rules and the GPA.

This award demonstrates substantial recurring public-sector demand for engineering consultancy across Scotland and shows that the framework accommodates both major multidisciplinary firms and specialist SMEs. A credible future competitor would need demonstrable technical capability in one or more of the defined disciplines, such as highways and structures, transport planning, environmental assessment, surveying, flood management, geotechnics, coastal engineering, master planning or project management. Relevant experience of delivering work for councils and other public bodies, robust technical teams and the capacity to support projects across Scotland would be important. The appointed supplier mix includes national consultancies alongside specialists in traffic data, UAV surveying, geospatial services, planning, flood risk and commercial management. Competition was strong: each lot attracted between 11 and 42 bids, including SME participation.
