Lot 1

We are seeking to procure a Delivery Manager to support the delivery of Active Travel and 20mph speed limits on the Trunk Road network, along with additional specialist services where required, to support the development and delivery of the Active Travel and 20mph speed limit programme across the Trunk Road network during the 2026/2027 financial year. The appointed Delivery Manager will be responsible for overseeing and managing a an annual active travel programme budget of GBP4,000,000 provided by the Scottish Government. There is a potential for an additional GBP2,000,000 budget towards active travel schemes. The appointed Delivery Manager will be responsible for the day to day activities and workload of the 20mph team, ensuring the continued delivery of the 20mph speed limits on the trunk road network through to the completion of the Permanent Traffic Regulation Orders. This phase of work is currently expected to extend for a period of up to approximately 18 months. It should be noted that the key deadline for the delivery of the Temporary Traffic Regulation Orders for all 20mph speed limits is 31 March 2026. A consultant has been in this post since September 2021. It is intended that this procurement will enable a continuation of the existing arrangement, but that the contract will move to a call-off under the current DMRSATSS framework. Services: The key tasks for the Delivery Manager will include: 1. Overseeing the day to day activities and workload of the 20mph team. 2. Providing programme management and ensuring the delivery Permanent Traffic Regulation Orders for the 20mph speed limits identified through the programme. 3. Overseeing the development of an Active Travel programme for the 2026/2027 financial year. 4. Providing programme management and ensuring contract compliance for the 2026/2027 Active Travel programme delivered through the NMC OC Contracts, including oversight of the delivery of proposed Active Travel infrastructure to ensure full budget spend is achieved by the end of March 2027. 5. Ensuring that Scottish Government priorities for the promotion of Active Travel are effectively supported through the development and delivery of the programme. 6. Overseeing Operating Company performance and identifying, implementing, and monitoring improvement measures where required to ensure successful programme delivery. 7. Undertaking technical review, challenge, and assurance of scheme proposals in support of programme delivery. 8. Liaising with Operating Company design teams and attending progress, programme, and design meetings as required. 9. Reviewing bid schedules of rates against the method of measurement to ensure compliance with contractual requirements. 10. Working collaboratively with the Performance Audit Group and colleagues across Transport Scotland, seeking specialist advice where necessary to support programme delivery. 11. Reviewing the impacts of roadworks associated with the Active Travel programme on road users and assessing communication strategies to ensure effective engagement with road users and stakeholders. 12. Undertaking route tours and site visits, where necessary and permitted, to oversee scheme progress and delivery. 13. Positively Supporting Ministers, Managers and Colleagues, stakeholders and others to inform and promote awareness of trunk road active travel to support correspondence, briefings, PQs, FOIs, media enquiries and other methods as appropriate. 14. Acting as a point of contact with stakeholders on behalf of Transport Scotland, as required. 15. Attending local community and stakeholder meetings to support engagement and programme delivery. 16. Identify, commission, and manage additional specialist support services as required to support the Trunk Road Active Travel Manager to deliver the wider Active Travel programme.
