## Summary

The procurement process for the "2026 - Aberdeenshire - Discharge to Assess (D2A)" tender is being conducted by Aberdeenshire Council, with its main office located in Aberdeen, Scotland. This tender falls under the services category and specifically targets general public services. The procurement is currently in the Tender stage and follows an open procedure, inviting electronic submissions. Business participants should be mindful of the submission deadline, set for 2nd September 2026. The contract value is estimated at £957,432, and the implementation will occur in specific areas within Aberdeenshire including Formartine, Garioch, and Buchan, as well as Fraserburgh area practices. The procurement approach aims to support a discharge without delay programme, conducive to early planning and minimising hospital stays.

This tender represents a substantial opportunity for businesses involved in social care services, particularly those with relevant experience in care-at-home and reablement services. Companies specialising in care coordination alongside Occupational Therapy and Enablement & Support coordination will find this tender aligns closely with their expertise. Additionally, businesses capable of meeting stipulations set by the Care Inspectorate and demonstrating economic stability through credit checks and insurance requirements are well-suited to compete. The inclusion of community benefits such as Fair Work and Carbon Reduction initiatives also presents an opportunity for companies committed to sustainable and socially responsible business practices to leverage their strengths in the competitive tendering process.

## Notice

Discharge to Assess (D2A) is a core component of the Discharge without Delay (DwD) national programme in Scotland. DwD supports a "Home First" approach, where discharge is planned early and delay is avoided by making D2A the default model for assessment and care planning where possible.

### Lot Information

Lot 1

The Discharge to Assess service would be implemented in the following areas: Formartine, Garioch and Buchan plus those registered with the two general practices in Fraserburgh. It will involve the commissioning of a social care provider to work collaboratively with Occupational Therapy (OT) and Enablement and Support Coordinators (ESC) employed to support the commissioned social care provider to deliver D2A in the above areas. The model will mostly target people admitted to acute wards and look to support people home from our emergency department in ARI (ED). The aim is to reduce ongoing care requirements, avoiding unnecessary lengthy hospital admissions, by maximising independence and enabling people to remain in their own homes. The commissioned care-at-home offer will support safe discharge and short-term reablement, including personal care; moving and handling/transfers; meal preparation/provision; medication administration/support; and overnight support where required.
