Lot 1

NHS GG&C require the Building Energy Management System to be upgraded as follows: Vale of Leven: EBO Server Transition and EcoStruxure Building Management System Solution. Gartnavel Hospital: EBO System Infrastructure Enabling Works including Gartnavel Hospital Site Transition System Upgrade Main Block, System Upgrade Homeopathic Unit and System Upgrade PET Scanner Building. Queen Elizabeth University Hospital: Energy Works Automatic Controls and EBO Server Transition. Dental Hospital: EBO Server Transition NHS GGC believe Schneider Electric are the only company that can provide this requirement as the manufacturer of products concerned and due to the close loop nature of the system itself. Furthermore, as the site is a complex and live healthcare environment, sound working knowledge of the installed systems and their hosted plant is essential to minimise the risk of unforeseen downtime impacting patient care services. Schneider Electric installed the systems when the building was originally constructed, and, as the incumbent, has operated and maintained the building controls systems since. NHS GGC believe is the only organisation able to demonstrate manufacturer qualified staff, in all of the required disciplines and systems, with access to the required software engineering tools and support, and in-depth knowledge of the building and current controls installation. Consequently awarding to another supplier would cost a significant amount money and disruption to NHSGGC Staff and Patients. Therefore the best course of action to insure compliance with procurement regulations is to publish a voluntary ex ante transparency (VEAT) notice.

NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. In accordance with: 'The Public Contracts (Scotland) Regulations 2015, SSI 2015/446 1 91(7)(a)' , this will be published to protect NHSGGC against the risk of an ineffectiveness challenge to the lawful direct award of a contract. Additionally and in line with the practices of: Fairness; Openness and Transparency; the publication of this VEAT Notice has been balanced against the risk that publication of this VEAT Notice may, in fact, increase awareness of the proposed direct award and increase the risk of challenge.NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. In accordance with: 'The Public Contracts (Scotland) Regulations 2015, SSI 2015/446 1 91(7)(a)' , this will be published to protect NHSGGC against the risk of an ineffectiveness challenge to the lawful direct award of a contract. A VEAT was the best legal procurement route to take because the disruption as a result of installing a new system would be significant and would have wide reaching consequences impacting: Staff; Patients and Services in addition a heightened risk of delivering this requirement in line with Scottish Government imposed timescales. The contract will be in place until the 31/03/2023.
