## Summary

South Lanarkshire Council is procuring educational services for its Education Resources service and all council schools, supporting activity funded through pupil equity funding, counselling and mental health funding, council budgets and other education sources. The completed arrangement covers five service areas delivered in South Lanarkshire: activity-based and residential learning; curriculum, consultancy and virtual learning, particularly literacy, numeracy, health and wellbeing, assessment and screening; tracking, monitoring and assessment systems; professional learning and development for staff and volunteers; and specialist intervention services that re-engage children and young people through activities linked to the Curriculum for Excellence. The work is classified as education services (CPV 80000000).

This is Phase 10 of a multi-lot, multi-provider arrangement and the procurement has been awarded through an open procedure. Five lots were completed. Professional Learning and Development was awarded to Hachette Learning, Cooperative Learning Consultants Limited and Kids Gone Wild; Specialist Intervention Services to Kids Gone Wild, effectivenow Ltd, Hear My Music and Charan Pradhan; Activity Based and Residential Learning to Kids Gone Wild; Curriculum, Consultancy and Virtual Learning to Hachette Learning; and Tracking, Monitoring and Assessment to Hachette Learning. Each lot has an active contract valued at £42,500,000. The contracts were signed on 23 July 2026. Bids received were three, five, two, three and one respectively across those lots, and all recorded bids were from small or medium-sized enterprises.

This procurement shows sustained demand from South Lanarkshire Council for specialist education providers able to work directly with schools and support varied pupil and staff needs. Relevant suppliers include organisations delivering activity-based or residential learning, curriculum teaching and consultancy, literacy and numeracy support, health and wellbeing services, diagnostic assessment, education data and monitoring systems, professional development for teachers and volunteers, and targeted interventions that re-engage children and young people. Credible competitors would need to demonstrate practical education delivery, the ability to tailor provision to individual schools and learners, and familiarity with Scotland’s Curriculum for Excellence. The awards also show that small and medium-sized enterprises can compete, including niche providers in music, outdoor or alternative learning, staff development, assessment and specialist intervention.
