## Summary

NHS Greater Glasgow and Clyde is buying radioactive ruthenium-106 (Ru-106) ophthalmic eye applicators and associated technical support for specialist ocular brachytherapy treatments within NHS Scotland. The applicators are ophthalmic brachytherapy plaques used to treat uveal melanoma, retinoblastoma and other ocular tumours. Their limited-range beta radiation is intended to deliver high doses to tumours while sparing sensitive eye structures. The goods will be delivered to the Beatson West of Scotland Cancer Centre (Beatson WOSCC). This is primarily a specialist medical goods requirement, classified under CPV 33151000 for radioactive products and related medical equipment. The buyer is NHS Greater Glasgow and Clyde, with the procurement supporting its clinical service and continued patient treatment.

The procurement has been awarded and the tender is complete. NHS Greater Glasgow and Clyde used a limited procedure without prior publication of a competition, relying on technical exclusivity because the required products were considered available only from Eckert & Ziegler BEBIG Ltd, with no reasonable alternative or substitute. The contract was signed on 4 August 2026 with Eckert & Ziegler BEBIG Ltd for £200,000 over 36 months, excluding VAT. The requirement covers one lot and approximately six Ru-106 eye applicators to be purchased and returned per year. A framework agreement technique is recorded. The award basis was the supplier’s ability to provide the clinically approved applicators needed to maintain specialist brachytherapy services.

This award indicates a narrowly specialised market for suppliers able to manufacture or supply radioactive Ru-106 ophthalmic applicators for ocular brachytherapy, together with responsive technical support. A credible competitor for a future requirement would need products suitable for treating ocular tumours, with clinically approved specifications and dependable handling, positioning, supply, return and support arrangements. The requirement also points to the need for sufficient capacity to provide a small but recurring volume of applicators for a specialist NHS cancer service, while meeting the technical and regulatory demands associated with radioactive medical products. Relevant experience in ophthalmic brachytherapy, established clinical-service support and the ability to offer a safe alternative to the incumbent’s product would be important commercial strengths.

## Notice

NHS Greater Glasgow and Clyde intends to purchase Ru-106 Eye Applicators from Eckert & Ziegler for specialist ocular brachytherapy treatments delivered within NHS Scotland. The purchase includes the supply of radioactive Ru-106 ophthalmic applicators and associated technical support services as required by the clinical service.

### Lot Information

Lot 1

Ru-106 eye applicators are ophthalmic brachytherapy plaques used primarily for treating uveal melanoma, retinoblastoma, and other ocular tumors. They consist of a thin film of Ru-106 beta-emitting isotope, encapsulated in pure silver sheets, with a total thickness of only 1 mm, making them easy to handle and position on the eye surface. The beta radiation has a limited range, allowing high doses to tumors up to 5 mm in thickness while sparing sensitive structures like the optic disc and fovea.. Approximately six (6) Ru-106 Eye Applicators required to be purchased and returned per year, this contract will cover a 36 month period

### Procurement Information

In order to award this contract compliantly, NHSGGC will follow Regulation 33 (b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons (ii) competition is absent for technical reasons. The contract will support the continued provision of specialist brachytherapy services and ensure the ongoing availability of clinically approved applicators required for patient treatment. The estimated contract value is 200,000 GBP excluding VAT over a period of 3 years. The proposed award is being made without prior competition as the required products can only be supplied by the named contractor and no reasonable alternative or substitute exists.
