## Summary

LHC Procurement Group for the Scottish Procurement Alliance (SPA) is developing CS2, a national consultancy services framework for public sector organisations across Scotland. It is intended to support housing, construction, asset management, retrofit, decarbonisation, building safety and wider built-environment projects. The proposed professional services cover architecture, project management, quantity surveying, building surveying, civil and structural engineering, building services engineering, principal designer and employer’s agent services, planning, retrofit and decarbonisation, compliance and building safety, and multidisciplinary consultancy. The framework is planned as the successor to SPA’s current Consultancy Services and Multi-Disciplinary Consultancy frameworks. It is a services procurement, with the proposed work delivered across Scotland for public sector clients.

This process is at the planning and pre-market engagement stage: SPA is seeking supplier and public-sector partner input before finalising the framework. The proposed arrangement is a single framework lot, although its scope, workstream structure and lotting remain subject to change following engagement. The estimated total value is £100,000,000. A future procurement notice is expected on 30 November 2026; this is the buyer’s indicative publication date, not a tender deadline. The planned framework is covered by the Government Procurement Agreement. Organisations can attend an in-person engagement session to review the proposed scope and framework structure, and to provide views that may influence the later procurement. The process is not an invitation to tender at this stage.

This will suit consultancy and professional services firms able to support public-sector built-environment programmes in Scotland. Relevant capabilities include architectural design, project and programme management, cost and quantity surveying, building surveying, civil and structural engineering, building services engineering, principal designer and employer’s agent work, planning, retrofit, decarbonisation, compliance, building safety and multidisciplinary delivery. Firms with experience advising housing, construction, asset management or public-sector clients should monitor the framework’s development and prepare evidence of relevant work. The pre-market engagement is particularly useful for organisations that can contribute practical views on workstreams, lotting and a flexible framework structure. Specialists and multidisciplinary practices may both be well placed, subject to the final scope and participation requirements.

CS2 is intended to succeed the current Consultancy Services (CS1) and Multi-Disciplinary Consultancy (MDC1) frameworks and will provide a comprehensive consultancy solution for public sector organisations across housing, construction, asset management, retrofit, decarbonisation, building safety and wider built environment projects. Consultancy Services (CS2) is one of SPA's upcoming Framework Agreements, and we are seeking input from the market to support its development. At this stage, we propose that the framework will cover the areas listed below. However, the scope remains subject to change following feedback received through the supplier and partner pre-market engagement sessions.
