## Summary

National Galleries of Scotland is seeking audience research services to generate visitor insight and analysis supporting its 2030 Strategy, Business Plan, key performance indicators, special projects and organisation-wide planning. The work is primarily fieldwork surveys, project management, client data access, analysis and reporting across four gallery sites in Edinburgh. The organisation may also request the same services for a fifth gallery site currently under construction, as well as permitted additional research requirements. Services will be ordered as required and the arrangement is non-exclusive. This is a market, social research and analytics services opportunity, classified under CPV 79310000. The buyer is National Galleries of Scotland, with delivery focused on its gallery sites in Edinburgh.

The buyer invited offers through an open procedure. Tender responses, including the SPD and tender response, were to be submitted electronically by 28 September 2026 at 12:00. Bids were scheduled to open at the same time. The contract is anticipated to start on 1 April 2027 for 39 months, with optional extensions of up to 27 additional months, giving a maximum possible duration of 66 months. The estimated total value is £396,363 excluding VAT, comprising estimated core requirements of £305,454 and optional requirements of £90,909. The maximum available budget is £60,000 per contract year. Evaluation is weighted 80% quality and 20% price; the three highest-scoring tenderers may be invited to presentations on 4 and/or 5 November 2026.

This opportunity suits established audience research, market research, social research, insight or analytics providers able to design and deliver robust, flexible data-capture methodologies across multiple gallery sites. Providers should be able to manage fieldwork surveys, project delivery, data access, analysis and reporting, and demonstrate an understanding of organisational planning and performance requirements. The appointed organisation must be a member of, accredited by, or operate in accordance with the standards, codes of conduct and professional requirements of the Market Research Society or an equivalent recognised professional body. Cyber Essentials Basic or equivalent certification is required before contract commencement and throughout the contract. ISO/IEC 27001 or equivalent information-security arrangements are desirable. Bidders must provide named staff and qualifications, quality and environmental assurance, and substantial insurance cover.
