## Summary

The Scottish Police Authority is procuring refurbishment works at Ben Lomond View, Pottery Street, Greenock, Inverclyde, to relocate the Greenock Police Station and make the building suitable for modern operational policing. The single works package covers a new public entrance and reception, reconfigured internal spaces, large locker rooms with showers, a muster room, ground-floor kitchen, modular offices, a gym and a large first-floor training room. It also includes changes to the car-parking layout, replacement or installation of building fabric and mechanical, electrical and plumbing systems, and associated civil engineering works. The procurement is classified as building refurbishment and renovation work (CPV 45453100), with delivery in Greenock. The Authority leases the site from Riverside Inverclyde.

The process reached tender: the Authority invited offers through an open procedure, with electronic submission. The tender submission deadline and electronic bid opening were set for 21 September 2026 at 12:00 UTC. The contract period is 19 October 2026 to 30 April 2027, by which date the works must be completed. Bids must remain valid for 90 days and may be submitted in English; variants are not allowed. Evaluation requires evidence addressing suitability, economic and financial standing, and technical capacity. UK bidders must be registered with Companies House or verify their trading details. Required insurance includes employers’ liability of £10 million per claim, public liability of £10 million per claim, product liability of £5 million annual aggregate, professional indemnity of £5 million annual aggregate, and contract works cover for the full reinstatement value. CreditSafe financial checks apply, with a risk score of 30 or below treated as high risk.

This opportunity suits principal building contractors with experience delivering complex refurbishment projects in operational or similarly demanding occupied environments. Suppliers need the capacity and professional and technical capability to coordinate construction, internal fit-out, civil engineering, and mechanical, electrical and plumbing works across a multi-area facility. The Authority may request two examples of similar works completed within the previous five years, including examples from consortium members or named subcontractors where relevant. Bidders must provide staff names and qualifications and identify intended subcontractors and supply-chain participants. Suitable organisations will have robust financial controls, current construction insurance arrangements, and reliable project and supplier-management processes. Contractors must also be able to address data protection, equality, employment-status, serious-organised-crime declaration and community-benefit requirements, with delivery supported by competent specialist subcontractors where needed.

## Notice

The Authority wishes to appoint a contractor to deliver the works package for the refurbishment of Ben Lomond View, Pottery Street, Greenock Inverclyde, PA15 2UZ. Works must be completed by 30 April 2027. The existing Greenock Police Station was built c. 1970 and is key in providing operational policing to the community of the Inverclyde area. Over the past few decades, the use of the building has evolved, and alongside aspects due to general age of the building, and the roll out of various new systems, practices, and technologies, the current building no longer suits the requirements of 21st century policing. As such there is a need to exit the station and relocate the Police Station to another property at Ben Lomond View, Pottery Steet, Greenock. The intention is to refurbish Ben Lomond View, so it is fit for use for future years. The Authority is leasing the site from Riverside Inverclyde.
