The Framework Agreement will support HIS in delivering its strategic priorities and evidence functions through access to specialist external expertise across a broad range of research, evaluation, evidence synthesis, information management, knowledge mobilisation and decision support disciplines. The Framework Agreement is divided into three Lots: - Lot 1: Research and Statistical Support Services - Lot 2: Evaluation Services - Lot 3: Information Management, Knowledge Mobilisation and Decision Support Services. The Framework will be established on an unranked multi-supplier basis and will be available for the award of call-off contracts through either mini-competition or direct award in accordance with the Framework Agreement terms

Lot 2 - Evaluation Services

Lot 2 - Evaluation Services Healthcare Improvement Scotland (HIS) is seeking to appoint one or more suppliers to Lot 2 of a multi-supplier Framework Agreement for the provision of Evaluation Services. Services may include, but are not limited to, process evaluation, impact evaluation and value-for-money evaluation of health and care interventions, programmes and services. Suppliers will be expected to apply proportionate qualitative, quantitative and mixed-method evaluation approaches, produce robust and accessible outputs, and support HIS in understanding the effectiveness, impact and value of health and care initiatives. Suppliers may propose to deliver one or more service types within this Lot. Call-off contracts may be awarded through mini-competition or direct award in accordance with the Framework Agreement terms.

Options: 2 x 12 month extension options

Renewal: The Framework Agreement is intended to have an initial term of 24 months from the commencement date, with the option, at the Authority's sole discretion, to extend for up to two further periods of 12 months each, giving a maximum potential Framework Agreement term of 48 months.

Lot 3 - Information Management, Knowledge Mobilisation and Decision Support Services

Lot 3 - Information Management, Knowledge Mobilisation and Decision Support Services Healthcare Improvement Scotland (HIS) is seeking to appoint one or more suppliers to Lot 3 of a multi-supplier Framework Agreement for the provision of Information Management, Knowledge Mobilisation and Decision Support Services. Services may include, but are not limited to, knowledge mobilisation planning, stakeholder information and knowledge needs analysis, evidence searching and summarisation, information architecture, knowledge base development, decision support resource design, actionable knowledge products, co-design and knowledge exchange activities, communications and promotion, independent quality assurance, training and capability building, and support for the Right Decision Service. Suppliers may propose to deliver one or more service types within this Lot. Call-off contracts may be awarded through mini-competition or direct award in accordance with the Framework Agreement terms.

Services may include, but are not limited to, evidence synthesis and review methods (including rapid, scoping and systematic reviews), critical appraisal, evidence grading, narrative synthesis, meta-analysis, quantitative and statistical analysis, qualitative and social research methods, mixed-methods research, evidence summary reporting, research governance support, stakeholder engagement, and associated training, mentoring and coaching activities. Suppliers may propose to deliver one or more service types within this Lot. Call-off contracts may be awarded through mini-competition or direct award in accordance with the Framework Agreement terms.. This procurement will establish an unranked multi-supplier Framework Agreement. Suppliers may bid for one or more Lots. No minimum volume or value of work is guaranteed.
