## Summary

Historic Environment Scotland is seeking a fire engineering consultancy service for its Properties in Care and wider estate. The work supports fire engineering investment projects, including sprinkler and misting systems, as well as reactive and maintenance works. This is a professional services requirement for organisations able to provide fire engineering advice and project support across a heritage estate. The buyer is Historic Environment Scotland, a national heritage body and central purchasing organisation. Delivery will take place throughout the buyer’s Properties in Care and wider estate. The opportunity is suited to fire engineering consultancies with experience of designing, advising on or maintaining fire protection systems in operational and potentially historic buildings.

The procurement has reached tender: Historic Environment Scotland invited offers through an open procedure, with electronic submission. It is a single-lot requirement with an estimated value of £520,000 including the lot value. The initial contract period is 24 months, with options for two further 12-month extensions, giving a maximum possible duration of four years. Offers had to be submitted by 14 September 2026 at 12:00 UTC, when bids were also scheduled to open; evaluation was due to begin on that date. Quality carries 40% of the weighting and price 60%. Bids must remain valid for 90 days. The arrangement is a framework agreement for up to three participants, with additional purchases or extensions of existing installations possible.

This opportunity suits established fire engineering consultancies able to deliver both investment projects and responsive maintenance advice across a dispersed heritage estate. Relevant capability includes fire strategy and engineering consultancy for sprinkler, misting and other fire protection installations, together with the capacity to support ongoing reactive work. Tenderers must provide the names and professional qualifications of staff assigned to the contract. Financial standing will be assessed through business credit information or, where necessary, audited accounts for the last two full financial years. Required minimum insurance levels are £5 million professional indemnity, £5 million employers’ liability and £5 million public liability. Suppliers should be able to support a multi-supplier framework and annual extensions.
