## Summary

Glasgow City Council is seeking architectural design proposals through the Albert Cross Design Contest. The opportunity covers architectural design and related professional services for a scheme in Glasgow, including design development, heritage-sensitive architectural work, sustainability, community benefit and deliverability. The contest is intended to lead to a follow-up Design Services Contract. Participants will receive site and context information including an aerial view with site boundaries, surveyed elevations of neighbouring gables, conservation-area appraisal and local development framework information. Shortlisted participants will additionally receive a topographical survey and utility-services information. The work suits architecture practices able to develop a high-quality proposal within the East Pollokshields Conservation Area context, with Glasgow City Council as the buyer.

This procurement has reached tender: Glasgow City Council invited offers electronically using a selective restricted procedure. Stage 1 submissions were due by 21 September 2026 at 12:00 UTC. The contest has two stages, with exactly three participants progressing to Stage 2 after shortlisting and assessment against the selection and SPD requirements. A binding judging panel evaluates anonymous submissions for design quality and innovation, heritage sensitivity, sustainability, community benefit and deliverability; Stage 2 also evaluates the cost plan. Each participant progressing to Stage 2 receives a £10,000 GBP prize after a valid submission and invoice. Required insurance levels for any resulting contract include £10m employers’ liability, £5m public and products liability, and £3m professional indemnity.

This opportunity is aimed at practices rather than general construction contractors. Eligible participants must be RIAS-chartered practices within the Glasgow chapter area, with a lead architect registered with the Architects Registration Board. It suits firms with demonstrated architectural design capability, particularly in conservation, contextual design, environmental performance, community-focused regeneration and practical delivery aligned with planning policy. Shortlisted teams must be prepared to obtain the required employers’, public liability, products liability and professional indemnity insurance for any resulting Design Services Contract. Participants must also accept that the Council will receive title to intellectual property rights in submissions and related materials, to the fullest extent permitted by law. The contest offers a route to a follow-up design-services commission.
