## Summary

The Scottish Police Authority is exploring a legal services case management system for use in its public order and safety work. The requirement is for a software system to support the management of legal service cases, with the detailed scope to be developed through market engagement. This is a services procurement, covering case management software and associated information technology services. The work is intended for the Scottish Police Authority, based in Glasgow, and delivery is expected in Scotland. The procurement is associated with case management systems, legal case management software and business process support. Suppliers with relevant systems or services are being asked to explain how their offerings could meet the Authority’s requirement.

This procurement is at the planning stage and is currently a Request for Information, rather than an invitation to tender. The Scottish Police Authority is using market engagement to understand suitable systems and potential procurement options. Suppliers are asked to complete the RFI checklist and information document, with responses requested by midday on 9 September 2026. The buyer’s indicative date for a subsequent notice is 21 December 2026. The expected procurement category is services and the planned approach is covered by the World Trade Organisation Government Procurement Agreement. The RFI concerns one planned requirement for a case management system; the detailed procurement procedure, evaluation basis and contract value will be developed after this engagement.

This engagement is most relevant to software suppliers, legal technology providers and systems integrators with an established case management product or implementation capability. It may suit businesses able to demonstrate how their system supports legal case administration and how it could be configured for a public sector organisation. Suppliers should be prepared to describe their system, its functions, implementation approach and ability to meet the Authority’s requirements through the RFI checklist and information document. This is an opportunity to shape the buyer’s understanding of available solutions and procurement options, rather than a contract that can be bid for now. Businesses considering participation should ensure they can provide clear, practical information on their relevant product and delivery capability.
