## Summary

The Scottish Government, through the Marine Directorate, procured digital technology and cyber services to replace and upgrade its Fishing Vessel Licensing System. The work covers end-to-end application services, including development, integration and configuration of technology on the existing Compass system, with potential work on an alternative platform. Delivery follows the system’s progression from Alpha through Beta to Live, using Agile and Scrum methods. The supplier works alongside the Marine Directorate’s Digital, Data and Technology Service in cross-functional teams, supporting accelerated delivery and reducing strategic technology and architecture risks. The service is delivered across Marine Directorate operations in Scotland. This is a public-sector digital application and software engineering requirement, classified under CPV 72222300, with related software development service classifications.

This procurement has been awarded and the tender is complete. It was run as an open procedure under the Digital Technology and Cyber Services Dynamic Purchasing System, Lot 1, with five electronic bids received; all five were from SMEs. Scott Logic Ltd was selected for the lot. The contract was signed on 17 August 2026 and has a value of £1,271,020. The award was made against the framework arrangement, and the resulting contract is recorded as active. The evaluation involved competition between five suppliers, including five bids from non-EU countries. The requirement was covered by the Government Procurement Agreement. The published process identifies one lot, covering the Fishing Vessel Licensing System replacement and associated application delivery, integration, configuration and technology work.

For future work of this kind, credible suppliers will need a proven track record delivering end-to-end application services for government organisations, particularly where delivery must move quickly from discovery and Alpha through Beta to a live service. Relevant capability includes developing, integrating and configuring technology on an existing platform while remaining able to support a possible move to an alternative platform. Suppliers should be able to use Agile Scrum delivery, release early and often, and operate effectively in cross-functional teams with a public-sector digital, data and technology function. Experience of government governance, Digital Scotland Service Standards and Technology Assurance Frameworks will be important, alongside the capacity to identify and reduce strategic technology and architecture risks in a live licensing service.

## Notice

Scottish Ministers acting through Marine Directorate (MD) have committed to upgrading the current Fishing Vessel License System (FVL).

### Lot Information

Lot 1

The Scottish Government (SG) requires a Service Provider with a proven track record of delivering end to end application services for government organisations at pace, to lead the development, integration and configuration of technology on the current compass system and possible future requirement of an alternative technology platform. The Service Provider will deliver early and often using Agile methodologies with a release schedule to develop through the Alpha, Beta to Live stages using Scottish Government Governance Framework (Digital Scotland Service Standards, Technology Assurance Frameworks). The Service Provider will work to an accelerated delivery plan to de-risk strategic technology and architecture risks impacting the current FVL system. Utilising the Agile (Scrum) delivery framework, the Service Provider will work alongside the Marine Directorate's Digital, Data and Technology Service in cross-functional teams.
