## Summary

Glasgow City Council, acting as administering authority for the Strathclyde Pension Fund, is procuring the design and construction of five single-storey warehouse units at Centennial Park, Airspeed Road, Portsmouth. The units will generally range from 8m to 12m to underside of haunch, with approximately 53,000 square feet of gross internal area and internal mezzanine office accommodation. The works also cover external hard standings, car parking, landscaping, drainage, fencing, street furniture, external lighting, electric vehicle chargers and main service connections. This is a construction works opportunity for a principal contractor or design-and-build contractor able to deliver a multi-unit industrial development, including associated infrastructure and building services. The successful bidder will contract directly with Glasgow City Council.

The process has reached tender: the buyer invited offers through a restricted procedure. Suppliers first submit a completed Single Procurement Document, with five candidates to be shortlisted for the invitation-to-tender stage. The deadline for submissions is 12 October 2026 at 12:00. The contract is scheduled to run from 1 July 2027 to 1 March 2028. Its estimated value is £8,000,000. Award will be based on 70% price and 30% quality. The tender requires an electronic catalogue, does not allow variants, and bids must remain valid for 210 days after the submission deadline. The proposed contract is a JCT Design and Build Contract 2024 with amendments and includes a performance bond. The invitation-to-tender stage is scheduled to begin on 9 November 2026.

This opportunity suits an established design-and-build contractor with recent experience delivering industrial developments at comparable scale. Bidders must provide examples of three multi-unit industrial projects completed within the last five years, delivered on time and to budget. The lead bidder must demonstrate general annual turnover of £16,000,000 in each of its last three financial years, subject to specified arrangements for newer businesses or reliance on a parent company. A Dun & Bradstreet Failure Score Risk Indicator of 1, 2 or 3 is required, with alternative assurance possible in higher-risk cases. Required insurance includes employer’s liability, public liability, products liability and professional indemnity cover, each at £10,000,000. Assigned staff names and professional qualifications must be provided. Avetta registration is required before contract award.
