## Summary

Loreburn Housing Association is seeking one contractor to provide scheduled maintenance and repair of existing domestic and residential fire sprinkler systems. The systems are installed across seven developments and serve approximately 103 individual properties or rooms, including plant rooms, communal areas and offices. The work will be delivered at sites in Annan, Dumfries, Castle Douglas, Kirkcudbright, Dalbeattie and Stranraer, with two sites in Dumfries. This is a fire-sprinkler inspection, maintenance and repair service, classified under CPV 50413200. The requirement covers existing installations rather than new system design or installation. The successful contractor will support sprinkler-system safety and ongoing operation across Loreburn Housing Association’s housing and community facilities.

The buyer invited offers through a restricted procedure: up to six candidates were to be invited to the second stage, with the invitation date set as 7 October 2026. Tenders were to be submitted electronically by 23 September 2026 at 12:00. The contract has an estimated value of £140,000, with an initial period of 720 days, approximately two years, and options for annual extensions of up to two further years at Loreburn Housing Association’s discretion. One lot covers the whole requirement, and variants are not allowed. Selection requires BAFSA membership or an equivalent industry body and UKAS-accredited third-party certification. Evaluation also considers technical competence, trained technicians and demonstrable experience of similar BS 9251 contracts. Bids must remain valid for 180 days.

This opportunity suits a specialist fire-sprinkler maintenance contractor with established residential and domestic-system expertise. Suitable suppliers need membership of the British Automatic Fire Sprinkler Association or an equivalent industry body, together with appropriate UKAS-accredited third-party certification such as FIRAS or LPCB for inspection, maintenance and repair to BS 9251. The contractor must be able to demonstrate competence against that standard, employ trained technicians and provide evidence of delivering similar contracts. The requirement is suited to a provider with the operational capacity to maintain installations across seven developments and multiple locations in Dumfries and Galloway, including communal and office areas as well as individual properties. Tenderers invited to the second stage must also complete Loreburn’s sustainability and community benefits template as part of their submission.
