## Summary

Falkirk Council is seeking suppliers for a framework covering scaffolding work at its housing properties across the Falkirk Council area. The requirement is split into scaffold hire and scaffold inspection and tie testing. The hire service covers providing scaffold drawings, delivery, erection, handover, maintenance, dismantling and removal. Inspection and testing contractors must carry out tie or anchor tests and scaffold inspections, and provide test certificates and reports. This is relevant to scaffolding contractors able to deliver and manage work on housing properties, as well as firms specialising in independent inspection and tie testing. The framework is intended to appoint multiple contractors to each lot, so suppliers can compete for either service area or both.

Falkirk Council invited tenders through an open procedure for a two-lot framework agreement, with awards made separately by lot and up to five contractors intended for each. The tender deadline was 30 October 2026 at 11:00 UTC. Both lots have a contract period from 1 February 2027 to 31 January 2031. The estimated value is £4,040,000 for scaffold hire and £180,000 for inspection and tie testing. Evaluation is based on quality and price: hire is scored on service provision (9%) and price (60%); inspection and testing on service provision (5%) and price (80%). Bids must be submitted electronically in English and remain valid for 180 days. Variants are not permitted. The buyer may award all, some, part or none of the lots.

The opportunity suits scaffold hire businesses able to provide, erect, hand over, maintain and dismantle scaffolding for council housing, as well as inspection providers with the competence to test ties and anchors and issue inspection reports and certificates. Bidders and proposed subcontractors must hold current full membership of the National Access & Scaffolding Confederation or comparable membership of another UK national access and scaffolding trade body. Suppliers need suitable health and safety assurance: a UKAS-accredited ISO 45001:2018 certificate or equivalent, a recent qualifying construction safety-scheme assessment, or the specified alternative responses. Required insurance differs by lot, and bidders will undergo financial checks, including turnover and credit rating review. Successful suppliers must also propose and deliver community benefits, agreed with the Council in line with annual spend.
