## Summary

NHS Tayside is procuring a comprehensive taxi transport service for its hospitals, clinics, health centres and other NHS premises across Dundee, Angus and Perth & Kinross. The service covers passenger and logistics transport for NHS staff, patients, urgent deliveries, packets, messages and standby or on-call personnel. It must operate 24 hours a day, 365 days a year, including weekends, public holidays and major incidents, with additional vehicles available in emergencies. The requirement includes wheelchair-accessible patient transport, computer- or radio-controlled fleet management, agreed response times, telephone and email booking facilities, and detailed monthly invoicing. This is a transport service procurement, classified under CPV 60120000.

The process reached tender: NHS Tayside invited offers through an open procedure, with electronic submission required. It comprises one lot. The estimated value is £1,200,000. The initial contract period is 1 January 2027 to 31 December 2028, with options for two further one-year extensions. Offers had to be submitted by 6 October 2026 at 12:00, when bids were also scheduled to be opened; the evaluation and award period starts on that date. Bids must remain valid until 1 February 2027. Selection covers suitability against the specification and technical ability to perform a service reserved to a particular profession. Tenderers must provide staff names and qualifications, and alternative bids are not allowed.

The opportunity suits established taxi, patient transport or specialist fleet operators able to provide reliable round-the-clock coverage across Tayside. Suppliers need enough vehicles and operational resilience to meet agreed response times, support major incidents and supply extra vehicles at short notice. Relevant capability includes wheelchair-accessible vehicles and drivers trained to use ramps, restraints and wheelchair-securing systems safely. Drivers must hold current PVG or Disclosure certification, meet licensing, insurance and employment requirements, and maintain professional standards. The provider must run a computer- or radio-controlled fleet, offer accessible telephone and email booking, produce management reports and accurate requisition-backed invoices, and maintain clean, roadworthy, fully insured vehicles. Sustainability measures and community benefits, such as local employment, training, health campaigns or carbon reduction, are also required.
