## Summary

Public Services Delivery Scotland is buying evacuated blood collection equipment and associated products for use across NHS Scotland’s primary and secondary healthcare settings. The requirement covers adult and paediatric blood collection tubes, safety needles and sets, neonatal and adult/paediatric safety lancets, reusable and single-use tourniquets, and related accessories. The products are intended for use by suitably trained healthcare personnel; single-use tourniquets are intended to help limit infection. Delivery is across Scotland. This is a retender of the existing evacuated blood collection systems framework, intended to supply healthcare organisations with a range of products for routine blood collection. The procurement is for medical and surgical supplies (CPV 33140000).

The buyer invited offers through an open procedure for a four-year framework, with an estimated total value of £20 million. The submission deadline and bid opening were set for 23 October 2026 at 11:00. Suppliers could bid for up to nine lots. Lots cover the product groups described above; the accessories lot is unscored and is available only to suppliers awarded a scored lot, with the authority retaining discretion over which accessories are accepted. Electronic catalogues are required and variants are not allowed. The scored lots are evaluated on price and quality or training and support, with price weighted at 50–60% and the non-price criterion at 10–20%, depending on the lot. Applicants must provide three years of relevant turnover information and accounts.

This framework suits manufacturers and distributors able to supply a broad range of blood collection consumables for NHS clinical use. Suppliers may bid for several product groups, including specialised paediatric and neonatal items as well as adult products, reusable equipment and accessories. Strong product quality and the ability to provide training and support are commercially important because non-price factors form part of the evaluation across the scored lots. Bidders need the capacity to deliver consistently across primary and secondary care settings throughout Scotland, and must provide electronic catalogues. Financial standing requirements include professional risk indemnity cover of £2 million and employer’s, public and product liability cover of £5 million each. Applicants also need to demonstrate relevant turnover and provide business accounts covering the previous three financial years. Community benefits must be proposed or delivered through the NHS Scotland Community Benefits Gateway.
