## Summary

Glasgow City Council commissioned specialist devolution consultancy support for Glasgow City Region. The work covers the development, management and delivery of proposals for testing with civil servants in the Scottish and UK Governments. Its scope spans innovation, investment, place—including infrastructure, housing and planning—transport, skills and economic development. Required outputs include a devolution and regional missions report; budget baselines for each service area; reports on current delivery and possible future arrangements, informed by stakeholders; a governance model and fiscal powers options paper; and draft and final frameworks setting out the rationale, proposed activities and deliverable models for devolution. The work is to be delivered in Glasgow for Glasgow City Region.

The procurement has been completed and awarded. It used an open procedure and was awarded against the Management Consultancy Framework Four (MCF4). There was one lot covering the full devolution consultancy requirement. KPMG was selected as supplier. The contract was signed on 19 August 2026 and is active, with an awarded contract value of £179,250 including the stated currency of GBP. The award covered the complete requirement rather than separate service-area contracts. The recorded competition received one bid, and that bid was not from an SME. The procurement was covered by the Government Procurement Agreement. The published outcome identifies Glasgow City Council as the buyer and the Glasgow City Region devolution programme as the subject of the engagement.

This requirement demonstrates demand for senior public-sector management consultancy that can turn a regional devolution ambition into evidence, options and an implementable framework. A credible competitor would need experience of working across local and central government, developing policy propositions and regional missions, and analysing how services are funded and delivered. Relevant capability includes service and budget baseline reviews, stakeholder engagement, governance design, public finance and fiscal powers analysis, and the preparation of clear options papers and framework documents. Suppliers would also need to understand the practical implications of devolving responsibilities across infrastructure, housing, planning, transport, skills, innovation, investment and economic development, and to coordinate complex partner interests into deliverable recommendations.
