## Summary

NHS Golden Jubilee commissioned fire alarm maintenance services for Golden Jubilee Hospital and the Golden Jubilee Conference Hotel in Clydebank. The requirement covers planned preventative maintenance, reactive maintenance, technical support and repairs for the existing fire detection and alarm systems. The scope includes routine inspections, fault diagnosis, software support, emergency breakdown response, and maintenance of associated fire alarm control panels and networked system infrastructure. This is a specialist life-safety systems service for healthcare and conference-hotel premises, involving both scheduled servicing and urgent fault response. The buying organisation is NHS Golden Jubilee, also known as the National Waiting Times Centre Board. The work is delivered across the Golden Jubilee site in Clydebank.

The procurement is complete and has been awarded through a limited procedure without prior publication of a call for competition. It used one lot and proceeded on the basis that competition was absent for technical reasons: the existing fire alarm network is a proprietary ADT closed-protocol system, and ADT has the authorised software, programming tools, configuration data and integration access needed for full support. ADT Fire & Security was selected as supplier. The contract was signed on 25 August 2026 and is active, with a value of £61,674. The stated legal rationale is Regulation 33(2)(b)(ii) of the Public Contracts (Scotland) Regulations 2015, covering technical reasons where no reasonable alternative or substitute exists.

This award indicates demand for suppliers able to maintain critical fire detection and alarm infrastructure in an occupied healthcare environment, with capability spanning preventative servicing, reactive repairs, technical support, software and network integration. A credible competitor for a future equivalent requirement would need demonstrable expertise in the relevant proprietary alarm platform, authorised access to its programming tools and configuration data, and the ability to support existing control panels and connected infrastructure without replacing substantial installed equipment. It would also need reliable emergency breakdown response, structured fault diagnosis and sufficient engineering capacity to cover a hospital and conference hotel site. Experience of life-safety systems, continuity-critical operations and planned maintenance regimes would be commercially relevant.

### Lot Information

Lot 1

This is a Voluntary Ex Ante Transparency (VEAT) Notice. The National Waiting Times Centre Board (Golden Jubilee) intends to enter into a contract with ADT Fire and Security plc as the only supplier capable of meeting the Board's requirements. In accordance with our interpretation of the Public Contracts Regulations 2015, the required services can only be provided by a particular operator for technical reasons. The requirement is specifically for the provision of planned preventative maintenance, reactive maintenance, technical support and repair services for the existing Golden Jubilee Hospital & Golden Jubilee Conference Hotel fire detection and alarm systems. The scope of the service includes routine inspections, fault diagnosis, software support, emergency breakdown response and the maintenance of associated fire alarm control panels and networked system infrastructure.. This Voluntary Ex Ante Notice is governed by the NHSGJ Terms and Conditions for Goods and Services.

### Procurement Information

Under Regulation 33(2)(b)(ii) of the Public Contracts (Scotland) Regulations 2015, competition is absent for technical reasons. The National Waiting Times Centre Board (Golden Jubilee) is satisfied that ADT Fire and Security plc is the only provider capable of meeting the Board's requirements for the existing fire detection and alarm systems installed across the site. The existing fire detection and alarm system installed across Golden Jubilee Hospital and the Golden Jubilee Conference Hotel is a proprietary ADT closed-protocol system forming part of a life-safety critical infrastructure network. ADT is the only supplier with authorised access to the proprietary software, programming tools, configuration data and network integration functions required to deliver the full maintenance, repair and support service. No reasonable alternative or substitute exists, as any change of provider would require replacement of substantial elements of the existing infrastructure or create an inability to access essential programming and support functions, resulting in disproportionate cost, significant operational disruption and risk to continuity of a critical safety system. Accordingly, the Board considers that the conditions of Regulation 33(2)(b)(ii) of the Public Contracts (Scotland) Regulations 2015 are satisfied.
