## Summary

NHS 24 is exploring the potential procurement of a headless content management system and wider digital experience platform for its digital services. The planned services would support secure, scalable and API-driven creation, management and reuse of content across websites, mobile experiences, conversational interfaces and future digital channels. The possible scope includes platform licensing, hosting, implementation, systems integration, content modelling and migration, user experience design, front-end development, training, support, knowledge transfer and ongoing service management. NHS 24 is considering solutions and delivery models that could provide the platform alone, implementation alone, an end-to-end service or a multi-supplier arrangement. This is at the planning stage and is a preliminary market consultation, not a formal tender or current competition. NHS 24 is seeking supplier views on available solutions, delivery approaches, commercial models and possible routes to market before deciding the procurement strategy. The procedure and preferred contracting model have not yet been settled. NHS 24 expects a subsequent notice to be published on 27 November 2026. Suppliers are being asked to help shape the future scope, implementation approach and commercial arrangements for the potential requirement. The process is covered by the Government Procurement Agreement and is intended to inform a possible future procurement, but does not commit NHS 24 to proceeding.

This will suit suppliers with experience delivering headless CMS and digital experience platforms for large, complex or regulated organisations, particularly those able to support public-sector digital services. Relevant capability includes API-led content architecture, omnichannel publishing, secure cloud or hosted platforms, systems integration, content modelling, migration, user experience and front-end development. NHS 24 is also considering suppliers that can provide implementation, training, knowledge transfer, support and ongoing service management, either directly or through a partnership. Platform providers, implementation specialists, digital agencies, systems integrators and firms able to form multi-supplier teams may all be relevant. Businesses should be ready to explain different delivery models, commercial options and routes to market, and to contribute informed feedback while NHS 24 develops its future strategy.
