## Summary

Forestry and Land Scotland is procuring invasive vegetation control services through a dynamic purchasing system for Scotland’s national forests and land. The work covers establishment and vegetation-management operations, including cutting with power or hand tools, burning, stump treatment, pesticide application by foliar spraying or stem injection, eco plugs, manual removal and hand-pulling seedlings. It may also include steep-ground and rope-access work, chipping, traffic management and manual labour. The services are divided geographically into Central, North, East, South and West areas, covering Scotland. The main service classification is CPV 77200000, forestry services. Successful businesses will be admitted to the DPS and may then bid for relevant future requirements procured through it.

The procurement has reached tender: Forestry and Land Scotland invited offers using a selective restricted procedure, with electronic submission through its procurement system. The DPS commenced on 8 September 2026, and the submission deadline set for admission is 5 September 2031 at 12:00 UTC; the next-stage invitation date is 8 September 2031. The estimated overall value is £81,480,000. Lot values are Central £21,120,000, North £14,640,000, East £3,480,000, South £21,120,000 and West £21,120,000. Each lot has a 1,800-day period, with possible extensions of up to five additional years. Evaluation requires recent relevant experience, insurance, technical and financial standing, and quality assurance evidence.

This opportunity suits vegetation-management, forestry, land-management and environmental contractors able to deliver practical invasive-species control across one or more Scottish regions. Relevant operational capability may include chainsaw or hand-tool work, pesticide treatment, stump management, manual clearance, chipping, traffic management, manual labour and steep-ground or rope-access operations. Bidders need at least one relevant example completed within the previous three years, supported by a completion certificate, reference letter or reference contact details. Required insurance includes £5 million employers’ liability and £5 million public liability per occurrence, unlimited in total. Suppliers must provide accredited health-and-safety and environmental-management certificates or acceptable procedures, meet Real Living Wage and community-benefit commitments, and manage subcontractor compliance and prompt payment.

## Notice

FLS has established a Dynamic Purchasing System (DPS) for the provision of Invasive Vegetation Control (IVC) services across Scotland's national forests and land, which commenced 8th September 2026. A Dynamic Purchasing System (DPS) is an electronic system established by a contracting authority to purchase commonly used goods, works or services in accordance with the Public Contracts (Scotland) Regulations 2015. Admittance to a DPS gives participants the opportunity to subsequently bid for relevant future opportunities which are procured through the DPS. The purpose of the DPS is to provide a compliant route to market for FLS to procure services which are unable to be provided through existing contracts or to replace contracts which have terminated or expired. The scope of the DPS is primarily for establishment operations including but not limited to: - Cutting - power or hand tools. - Burning. - Stump Treatment. - Foliar application of pesticides. - Stem injection of woody material with sprayed pesticides or eco plugs. - Stem injection of herbaceous weeds. - Hand pulling of seedlings. - Steep ground/rope access work. - Non-chemical and non-cutting treatments (manual removal). - Chipping of cut material. - Traffic Management. - Manual Labour. Parties who request to be admitted to the DPS will have their submissions evaluated by FLS within 10 working days of submission (this deadline could be extended to a maximum of 20 working days in individual cases), and if successful, will be admitted to the DPS thereafter.
