## Summary

The City of Edinburgh Council is procuring an income maximisation, welfare and debt advice service for people in Edinburgh. The work covers advice on increasing household income, welfare benefits and debt, with a separate support function for the local advice network. There are four service areas: North, South, Disability Service, and Advice Network Support Co-ordinator. The council intends to appoint a separate provider or consortium for each area, with delivery across Edinburgh. This is a public service opportunity suited to advice agencies, charities, third-sector organisations and specialist welfare or debt services with the capacity to deliver locally. The service classification is social work and related community services (CPV 98000000).

The procurement has reached tender: the council invited offers through an open procedure, with electronic submission. Bids were due by 12:00 on 9 October 2026. Each lot has a contract period of 2,160 days, intended to begin on 1 April 2027, comprising three years plus three optional 12-month extensions. The council may award up to four providers, one per lot, and suppliers may bid for any number of lots. Selection uses the Single Procurement Document and minimum compliance requirements, followed by award-criteria and pricing evaluation for best overall value. Minimum annual turnover is £1,139,600 for North, £932,400 for South, £518,000 for Disability Service and £90,000 for the co-ordinator lot. Required insurance includes professional and employers’ liability of £5,000,000 each and public liability of £10,000,000.

This opportunity suits established welfare rights, income maximisation, debt advice and disability advice providers, as well as charities or third-sector organisations able to form a consortium. Suppliers need financial capacity appropriate to the lot, including the stated turnover and current-ratio thresholds, and the ability to maintain substantial professional, employers’ and public liability insurance. Delivery requires compliance with UK data protection legislation and ICO registration, PVG or Disclosure Scotland checks, SNSIAP accreditation and payment of the Real Living Wage. Bidders must also demonstrate a response to the climate emergency and accept a prompt-payment clause. The scale supports providers able to staff and manage a sustained, Edinburgh-wide service, with specialist capability for disability advice or network co-ordination where relevant.
