## Summary

Caledonian Maritime Assets Ltd is buying commercial cost advisory services for the Ardrossan Harbour Redevelopment Project, delivered in Ardrossan. The requirement is a broad consultancy covering commercial and cost management, procurement and contract advice, cost planning, risk and change management, tender evaluation support, project controls and business case support throughout the project’s development and delivery phases. The main classification is construction cost and project management consultancy (CPV 71244000). The work supports a harbour redevelopment led by a public-sector harbour authority and asset owner. It is a single services requirement covering the advisory and related consultancy support needed to plan, procure, control and deliver the redevelopment.

The procurement is complete and has been awarded to T&T, with the contract active. The contract was signed on 8 September 2026 for £735,371. The buyer used a limited procedure without prior publication of a call for competition, through a further competition under Lot 9 of the Scotland Excel Engineering and Technical Consultancy Framework Agreement. CMAL assessed suppliers on that framework for capability and capacity before inviting suitable firms to tender through PCS-Tender. Tenders were evaluated against the published award criteria and weightings, with T&T achieving the highest overall score. The procurement was conducted in connection with the Utilities Contracts (Scotland) Regulations 2016 and covered by the GPA.

This award shows that CMAL values an integrated commercial and cost adviser able to support a major harbour redevelopment from development through delivery. Relevant suppliers would need credible capability across cost planning, commercial management, procurement and contract advice, risk and change control, project controls, business cases and tender evaluation. Experience of complex infrastructure or maritime redevelopment would help demonstrate understanding of the operational and commercial pressures involved. The successful route also shows the importance of capability and capacity evidence, participation in the relevant Scotland Excel engineering and technical consultancy framework, and the ability to perform a competitive further competition through PCS-Tender. Firms combining cost consultancy with procurement, controls and strategic advisory skills are best placed to compete when this buyer next requires comparable support.

### Procurement Information

CMAL intends to award a contract for Commercial Cost Advisor services in support of the Ardrossan Harbour Redevelopment Project following a further competition conducted under Lot 9 of the Scotland Excel Engineering and Technical Consultancy Framework Agreement (Ref. 1025). Prior to tendering, CMAL undertook a capability and capacity assessment across suppliers appointed to the relevant Framework lot. Suppliers assessed as capable of delivering the requirement were invited to participate in a further competition through PCS-Tender. Tenders were evaluated in accordance with the published award criteria and weightings, with Turner & Townsend achieving the highest overall score and being identified as the preferred bidder. CMAL is procuring these services in connection with activities that fall within the scope of the Utilities Contracts (Scotland) Regulations 2016 ("UCR"). The Scotland Excel Framework was established under the Public Contracts (Scotland) Regulations 2015 ("PCR"). CMAL has obtained legal advice regarding the use of the Framework for this requirement. CMAL considers that: it is entitled to access and use the Framework as an authorised user; the services required fall within the scope of the Framework and the relevant lot; the Framework was established through a transparent and competitive procurement process; and the further competition has provided a fair and competitive opportunity to capable Framework suppliers. CMAL acknowledges that use of a Framework established under PCR for a requirement falling within UCR may give rise to an arguable technical procurement risk. However, having regard to the competitive process used to establish the Framework, CMAL's entitlement to use it, the scope alignment of the services, and the competitive further competition undertaken, CMAL considers there to be a reasonable and proportionate basis for proceeding with the proposed award. Accordingly, CMAL is publishing this VEAT notice in the interests of transparency and intends to conclude the contract following expiry of a voluntary standstill period, provided no successful challenge is received.
