## Summary

Revenue Scotland procured specialist occupational health and safety consultancy services, with WorkNest Ltd selected to act as its competent person. The work covers health and safety across workplace and hybrid working arrangements, buildings, Board and employee activities, and the specialist risks associated with tax compliance visits, including exposure to health hazards and aggressive confrontation. The supplier is expected to review and maintain policies, identify and mitigate risks, prepare risk assessments, support improvement planning, audit health and safety arrangements, advise senior leaders and committees, provide business-hours support and urgent advice, deliver training when requested, and report to the Board and relevant committees. Delivery relates to Revenue Scotland’s operations, based in Edinburgh, and its employees, Board members and other personnel involved in its activities.

This procurement has been awarded and the contract is active. Revenue Scotland used a limited procedure without a prior published competition, through a Quick Quote mini-competition because the requirement was low value. One lot covered the complete competent-person service. WorkNest Ltd was awarded the contract, which was signed on 26 August 2026 for £14,988 excluding any separately stated taxes. The service period is 12 months, with an option described in the requirement to extend for a further 24 months. The award followed a process receiving two electronic bids; both were from non-EU suppliers and none were identified as SME bids. Evaluation was conducted through the mini-competition route, with the procurement classified as health and safety consultancy services.

This award indicates demand from Revenue Scotland for an external health and safety partner able to take end-to-end responsibility rather than provide isolated advice. Credible competitors would need competent-person capability, strong knowledge of workplace health and safety legislation, and practical experience reviewing policies, producing risk assessments and auditing records, incidents and documentation. They would also need to advise senior management, boards and specialist committees, turn audit findings into measurable improvement plans, and respond quickly to urgent concerns. Relevant expertise includes managing risks in offices, buildings, hybrid working and higher-risk field activity involving tax compliance visits, including hostile behaviour and other hazards. A reliable named adviser or business-hours helpline, training capability, clear reporting and the capacity to support a public body throughout the service are central to the requirement.

## Notice

The Supplier will provide a high standard of advice and guidance to Revenue Scotland, to ensure that all the appropriate legislation relating to their work activity is complied with and to ensure risk assessments were suitable and sufficient. This will include health and safety in the workplace; hybrid working for employees and Board; management of buildings; and in relation to the specialist nature of the work of Revenue Scotland. Revenue Scotland's employees may potentially be exposed to aggressive confrontation, for example, during tax compliance site visits and while engaging with taxpayers. Risk assessments for typical health hazards expected at high-risk sites when some of our employees are carrying out tax compliance visits would need to be drafted in line with current legislation. These exposures to health hazards and hostile behaviour may have a negative impact on the health and wellbeing of people in Revenue Scotland, therefore risk assessing and taking steps to mitigate the risk will be an important part of the work of the Supplier.
