## Summary

NHS Tayside is procuring a high-voltage electrical maintenance service for substations at Ninewells Hospital, Perth Royal Infirmary and Dundee Dental Hospital, covering the Tayside area. The requirement combines planned maintenance with a 24-hour emergency call-out service for power outages and high-voltage faults. Services include inspections and maintenance of switchgear, transformers, ring main units, protection relays, batteries, chargers and earthing systems. The contractor will maintain asset registers and schematic drawings, prepare safety and isolation documentation, and provide electronic reports and test results after visits. The service also includes additional repairs subject to approval, attendance at the NHS Tayside HV Working Group, electronic ordering and payment arrangements, and community benefits in line with the specification.

The procurement reached tender: NHS Tayside invited offers through an open procedure, with electronic submission in English. It is a single-lot service contract. The bid deadline and bid opening were set for 12 October 2026 at 12:00 UTC, with evaluation scheduled to start at that time. The contract is due to commence on 1 December 2026 and has an initial duration of 2,880 days, described as eight years, with an option to renew for a further eight years. Bids will be assessed against suitability requirements set out in the specification. Tenderers must provide the names and qualifications of staff assigned to the work, and variants are not permitted. The procurement is covered by the Government Procurement Agreement.

This opportunity suits an established high-voltage electrical contractor able to maintain NHS or other critical-site substations safely and reliably. Relevant capability includes planned maintenance and fault response for HV switchgear, transformers, ring main units, protection systems, batteries, chargers and earthing installations. The successful supplier must operate a compliant safe system of work under Scottish Health Technical Memorandum 06-03, produce risk assessments and method statements, and manage isolation and safety documentation. It needs sufficient qualified personnel and operational capacity to provide a dedicated contact, respond rapidly to emergencies, maintain accurate technical records and deliver detailed test reporting. Experience coordinating work across multiple hospital sites, working to manufacturers’ recommendations, managing approved repairs and participating in formal performance and safety reviews would be well suited.
