## Summary

Caledonian Maritime Assets Ltd is procuring professional design and engineering services for the Ardrossan Harbour Redevelopment Project in Ardrossan. The requirement covers appointment as Designer and Principal Designer under the CDM 2015 Regulations, with design development, marine and civil engineering consultancy, management of surveys and investigations, stakeholder engagement, business case support and design support during construction. The work is classified as civil engineering design services (CPV 71311000). CMAL is a harbour authority and asset owner, and the services relate to redevelopment of Ardrossan Harbour. The requirement is delivered locally in Ardrossan, with the appointed consultant supporting the project through its design, development and construction phases.

The procurement was run as a further competition under Lot 7 of the Scotland Excel Engineering and Technical Consultancy Framework, using a limited procedure without a prior call for competition. Framework suppliers were assessed for capability and capacity, then invited to tender through PCS-Tender; tenders were evaluated on price, and Wallace Stone LLP achieved the highest overall score. The tender and its lot are recorded as cancelled, while the award to Wallace Stone LLP is recorded as unsuccessful and discontinued. A contract is nevertheless recorded as active, signed on 9 September 2026, for £1,445,104. The contract record identifies CMAL0362 and the award record identifies Wallace Stone LLP as supplier. No contract end date is published.

This procurement shows that CMAL’s harbour redevelopment work requires an integrated civil engineering design consultancy able to act as both Designer and Principal Designer under CDM 2015. Relevant suppliers would need marine and civil engineering expertise, strong design-development capability and the capacity to manage technical surveys and investigations. Experience supporting stakeholder engagement, business case preparation and design through construction would also be important. The route demonstrates CMAL’s use of a specialist engineering and technical consultancy framework and a further competition among capable framework suppliers. A credible future competitor would therefore need demonstrable harbour or marine infrastructure experience, multidisciplinary engineering resources, effective project and stakeholder management, and the ability to provide continuity from early design through construction support.

### Lot Information

Lot 1

Provision of Designer and Principal Designer services for the Ardrossan Harbour Redevelopment Project, including design development, marine and civil engineering consultancy services, surveys and investigations management, stakeholder engagement, business case support and construction phase design support

### Procurement Information

CMAL intends to award a contract for Designer and Principal Designer services in connection with the Ardrossan Harbour Redevelopment Project following a further competition conducted under Lot 7 of the Scotland Excel Engineering and Technical Consultancy Framework Agreement (Ref. 1025). A capability and capacity assessment was undertaken across suppliers appointed to the relevant Framework lot. Suppliers assessed as capable of delivering the requirement were invited to participate in a further competition through PCS-Tender. Tenders were evaluated in accordance with the published award criteria and weightings, and Wallace Stone achieved the highest overall score and has been identified as the preferred bidder. CMAL is procuring these services in connection with activities that fall within the scope of the Utilities Contracts (Scotland) Regulations 2016 ("UCR"). The Scotland Excel Framework was established under the Public Contracts (Scotland) Regulations 2015 ("PCR"). CMAL has obtained legal advice regarding the use of the Framework for this requirement. CMAL considers that: - CMAL is entitled to access and use the Framework as an authorised user; - the services required fall within the scope of the Framework and the relevant lot; - the Framework was established through a transparent and competitive procurement process; and - the further competition has provided a fair and competitive opportunity to capable Framework suppliers. CMAL acknowledges that use of a Framework established under PCR for a requirement falling within UCR may give rise to an arguable technical procurement risk. However, having regard to the competitive process used to establish the Framework, CMAL's entitlement to use it, the scope alignment of the services, and the competitive further competition undertaken, CMAL considers there to be a reasonable and proportionate basis for proceeding with the proposed award. CMAL is therefore publishing this VEAT notice in the interests of transparency and intends to conclude the contract following expiry of a voluntary standstill period, provided no successful challenge is received.
