## Summary

Social Security Scotland procured specialist digital services for its Social Programme Management (SPM) system, under Lot 1 for SPM architectural design and development support. The work covers incremental system upgrades, including containerisation and transition to Java 21; development and optimisation of strategic tasks and work queues; resolution of high-impact requirements; system enhancements; organisational structures; and security roles and permissions. The service includes an SPM technical architect and developers able to build, configure and code. It also provides specialist technical and business support to the SPM Strategic Design function, including independent governance and assurance. Changes must preserve performance and stability, follow architectural and governance standards, and avoid conflicts between design and development. Delivery is for Social Security Scotland in Scotland.

This procurement has been awarded following an open procedure under the Scottish Government Social Programme Management Dynamic Purchasing System. The contract was awarded to Diona for Lot 1 and signed on 14 August 2026. The contract is active and has a value of £4,000,851.79. The published value includes anticipated additional SPM roles and ad hoc service requests, which Social Security Scotland may request as needs change; actual spend may therefore vary. The contract includes an option to extend the term by up to 36 months, with the estimated extension cost included in the stated value. One bid was received, from an SME, and it was submitted electronically. The successful supplier was selected through the open competition for this single lot.

For suppliers that did not win, this award shows demand for substantial, specialist SPM capability within Social Security Scotland and the wider Scottish Government digital environment. Credible competitors would need an experienced technical architect alongside developers skilled in SPM build, configuration and coding, with the ability to deliver upgrades, Java 21 transition and containerisation, workflow optimisation, security configuration and wider system enhancements. They would also need to provide business and technical input to strategic design, independent governance and assurance, and demonstrate disciplined change control that protects system performance and stability. Experience of architectural principles, governance standards and managing conflicts between design and development would be important. The award to an SME indicates that a smaller specialist provider can compete for this type of requirement, provided it can supply the required technical depth and delivery capacity.
