## Summary

Caledonian Maritime Assets Ltd commissioned Designer and Principal Designer services under the CDM 2015 Regulations for the Ardrossan Harbour Redevelopment Project. The work covers design development, marine and civil engineering consultancy, management of surveys and investigations, stakeholder engagement, business case support and design support during construction. It is a professional engineering and infrastructure design services requirement, classified under CPV 71311000. Delivery is centred on Ardrossan and relates to the redevelopment of Ardrossan Harbour. The buyer is Caledonian Maritime Assets Ltd, a harbour authority and asset owner. The requirement brings together design leadership, civil and marine engineering advice, project investigation coordination and support through the construction phase rather than a standalone design commission.

The procurement is complete and was awarded through a limited further competition under Lot 7 of the Scotland Excel Engineering and Technical Consultancy Framework Agreement, reference 1025. The procedure was conducted without prior publication of a call for competition, following capability and capacity assessment of framework suppliers. Tenders were evaluated against published criteria and weightings. Wallace Stone LLP achieved the highest overall score and was selected for the single lot. The contract is active, valued at £1,445,104, and was signed on 9 September 2026. CMAL published the award using a voluntary transparency route and intended to conclude the contract after a voluntary standstill period. The procurement is covered by the GPA and concerns services falling within the utilities contracting environment.

This requirement indicates demand from CMAL for suppliers able to combine marine infrastructure and civil engineering design with formal CDM 2015 Designer and Principal Designer responsibilities. A credible future competitor would need demonstrable capability across harbour redevelopment, design development, marine and civil engineering consultancy, surveys and investigations management, stakeholder engagement, business case support and design assistance during construction. Experience coordinating multiple technical disciplines and maintaining design responsibility through delivery would be relevant, as would the capacity to manage a substantial, complex infrastructure commission for a harbour asset owner. The route also shows the importance of framework access, capability and capacity assessment, and strong performance against weighted quality and commercial evaluation criteria.

### Lot Information

Lot 1

Provision of Designer and Principal Designer services for the Ardrossan Harbour Redevelopment Project, including design development, marine and civil engineering consultancy services, surveys and investigations management, stakeholder engagement, business case support and construction phase design support

### Procurement Information

CMAL intends to award a contract for Designer and Principal Designer services in connection with the Ardrossan Harbour Redevelopment Project following a further competition conducted under Lot 7 of the Scotland Excel Engineering and Technical Consultancy Framework Agreement (Ref. 1025). A capability and capacity assessment was undertaken across suppliers appointed to the relevant Framework lot. Suppliers assessed as capable of delivering the requirement were invited to participate in a further competition through PCS-Tender. Tenders were evaluated in accordance with the published award criteria and weightings, and Wallace Stone achieved the highest overall score and has been identified as the preferred bidder. CMAL is procuring these services in connection with activities that fall within the scope of the Utilities Contracts (Scotland) Regulations 2016 ("UCR"). The Scotland Excel Framework was established under the Public Contracts (Scotland) Regulations 2015 ("PCR"). CMAL has obtained legal advice regarding the use of the Framework for this requirement. CMAL considers that: - CMAL is entitled to access and use the Framework as an authorised user; - the services required fall within the scope of the Framework and the relevant lot; - the Framework was established through a transparent and competitive procurement process; and - the further competition has provided a fair and competitive opportunity to capable Framework suppliers. CMAL acknowledges that use of a Framework established under PCR for a requirement falling within UCR may give rise to an arguable technical procurement risk. However, having regard to the competitive process used to establish the Framework, CMAL's entitlement to use it, the scope alignment of the services, and the competitive further competition undertaken, CMAL considers there to be a reasonable and proportionate basis for proceeding with the proposed award. CMAL is therefore publishing this VEAT notice in the interests of transparency and intends to conclude the contract following expiry of a voluntary standstill period, provided no successful challenge is received.
