## Summary

Argyll and Bute Council is procuring professional design services for the Tarbert to Whitehouse Active Travel Path. The route will link Tarbert Ferry Terminal with Kennacraig Ferry Terminal, Skipness Road End on the B8001 and Whitehouse, improving active travel connections in the area. The appointed design team will develop the existing concept design through Developed Design (RIBA Stage 3) and Technical Design (RIBA Stage 4), and act as Principal Designer during construction (RIBA Stage 5). The work will be delivered across the route between Tarbert, Kennacraig, Skipness Road End and Whitehouse. It includes surveys, route and design development, community, stakeholder and landowner engagement, and equality and socio-economic impact assessment.

The procurement has reached tender: the council invited offers through an open procedure, with electronic submission. Bids were due by 9 October 2026 at 12:00, with public bid opening at the same time. The contract is for 120 days. The council may revise the end date to 31 March 2028 if funding is secured for 2027/28, or to 31 March 2029 if funding is secured for 2028/29. It may also extend the contract for up to eight additional years, until 31 March 2037. English is the submission language and variant bids are not allowed. Bidders must provide staff names and qualifications. Community benefits form part of the requirement, including an evaluated community benefit commitment.

This opportunity suits multidisciplinary transport, highways or active-travel design consultancies able to take a project from concept through developed and technical design and provide Principal Designer duties during construction. Relevant capability includes route planning, civil engineering and detailed design, supported by topographic and utilities surveying. The successful team will need experience of structured engagement with communities, businesses, landowners, neighbouring landowners, the council, ferry operators, regional transport bodies and national transport authorities. It also needs to assess equality and socio-economic impacts and produce robust, deliverable, high-quality drawings. Suppliers should be able to coordinate a technically demanding project, build support for the preferred route and demonstrate the qualifications of the staff proposed. Community-benefit delivery will also be important.
