## Summary

Glasgow City Council is procuring an architectural design contest for Albert Cross in Glasgow, covering architectural design, urban planning and related professional design services (CPV 71230000, 71220000, 71221000, 71240000 and 71240000). The contest is intended to produce a high-quality, context-sensitive design for the site, with follow-up design services available to the winner or winners. Participants will receive site information including Land Register mapping, surveyed neighbouring elevations, conservation-area and development-framework material, a topographical survey, utility locations and photographs. The work is relevant to architecture practices and multidisciplinary design teams able to develop concepts that respond to heritage, sustainability, community benefit, planning policy and practical delivery considerations. The commissioning organisation is Glasgow City Council, and the project is located in Glasgow.

The procurement has reached tender: Glasgow City Council invited offers through a selective restricted procedure, submitted electronically in English. Submissions are due by 16 October 2026 at 12:00 UTC. The contest has two stages and uses anonymous judging. Stage 1 ranks initial concept designs; the top six participants may be invited to submit more detailed SPD material, with the top three progressing to Stage 2. Evaluation covers design quality and innovation, heritage sensitivity, sustainability, community benefit and deliverability; Stage 2 also assesses the cost plan. Each participant progressing to Stage 2 may receive up to £10,000 including VAT for a valid submission. Follow-up design services are intended. Required insurance levels are £10m employers’ liability, £5m public liability, £5m products liability and £3m professional indemnity.

This opportunity suits an architecture practice or design consortium with a lead architect registered with the Architects Registration Board and experience producing ambitious but deliverable designs in sensitive urban or conservation settings. Strong candidates will be able to demonstrate architectural quality, innovation, heritage awareness, environmental performance, long-term resilience and meaningful community, cultural and economic benefit. Teams should have the technical capability to prepare initial concepts, a more detailed SPD submission and a cost plan, while aligning proposals with planning policy and practical delivery. Participants must be prepared to secure the required employers’, public, products and professional indemnity insurance and grant the Council title to existing and future intellectual property rights. Financially, progressing teams need positive pre-tax trading performance over three years, positive net worth and no insolvency process.
