## Summary

Loreburn Housing Association is seeking suppliers to maintain and repair its existing CCTV installations, controlled door-entry systems, and fire-detection and alarm systems. The work covers planned maintenance and servicing, together with reactive repairs and call-out work. It is divided into three separate lots, one for each system type, so specialists can focus on the services they provide. The work will be delivered in Dumfries and Galloway. This is a facilities and electronic security systems maintenance contract, including fire alarm servicing. Community benefits form part of the requirement, with expected benefits described in the contract documentation.

The buyer invited offers through an open procedure, with electronic submission. The tender deadline was 30 October 2026 at 12 noon, and the award period was scheduled to begin at that time. Each lot has a two-year contract period, with the client able to extend by up to two further 12-month periods. Each lot is evaluated on quality (60%) and price (40%); variants are not allowed. Bidders must meet the suitability requirement for enrolment in the relevant professional or trade register, such as the UK Companies House Register or an equivalent register. Bidders may offer for multiple lots. Staff names and qualifications must be provided. The tender stated that exclusions under Regulation 58 of the Public Contracts (Scotland) Regulations 2015 may apply.

This opportunity is suited to contractors with the operational capability to service CCTV, controlled door-entry, and/or fire-detection and alarm systems, and to respond to repair and call-out requirements as well as planned maintenance. The three separate lots allow firms to compete for the system types that match their expertise; suppliers may bid for multiple lots. Bidders need to be enrolled in the relevant professional or trade register and provide the names and qualifications of staff assigned to the work. Quality carries more weight than price in evaluation, so suppliers should be able to demonstrate the quality of their proposed service. The requirement also includes community benefits, which bidders should address with reference to the contract documentation.
