## Summary

The Scottish Government intends to procure a service provider to manage its Level of Service Case Management Inventory (LSCMI) IT application. The system supports risk and serious-harm assessment and management relating to reoffending, and hosts the Caledonian and MF2C modules used to record and assess people in those rehabilitation programmes. It is used across all 32 Scottish local authorities and 17 Scottish prison establishments. The service covers application hosting and management, a helpdesk, patches, updates and fixes, agreed change requests, and new IT development. The LSCMI tool is described as critical to assessing risk to the public from reoffending. The procurement is for application management and related IT services, delivered for users across Scotland.

This is at the planning stage: Scottish Ministers have set out an intention to procure, but there is no invitation to tender yet. The buyer is gathering supplier information through a request for information, with responses expected by noon on 22 October 2026. Depending on the interest received, it may hold a suppliers’ day. A further notice is expected on 30 October 2026. The procurement is planned as one lot. The anticipated initial contract term is 60 months, with an option to extend by up to 24 months. The estimated value is £4.2 million; the maximum contract sum is expected not to exceed £600,000 per contract year. These are planning-stage expectations, rather than an invitation to submit a bid.

This requirement is likely to suit an IT service provider with experience managing and hosting business-critical case-management applications, particularly systems used by public-sector bodies across multiple sites. Suppliers should be prepared to support a large user base spanning local authorities and prisons, maintain application availability and security through patches and fixes, and provide a responsive helpdesk. The scope also calls for the ability to implement agreed change requests and develop the application further. Familiarity with risk assessment and offender rehabilitation services may help suppliers understand the application’s operational context, including its assessment tools and the Caledonian and MF2C modules. The buyer is seeking supplier input before finalising the requirement, so capable providers can use the planned market engagement to inform their preparation.
