## Summary

The University of Strathclyde is seeking a works contractor to design and build an ISO Class 5 semiconductor cleanroom inside the existing Advanced Net Zero Innovation Centre (ANZIC) in Inchinnan. The work includes strip-out and alterations, isolating the slab, structural work, cladding, specialist fit-out and finishes, mechanical and electrical plant and services, connections to existing systems and the adjacent ISO Class 7 cleanroom, and testing, commissioning and validation. The objective is a coordinated, compliant, operational cleanroom while the wider ANZIC and Rolls-Royce facilities remain in operation. The contractor will deliver the project under a single-point design-and-build arrangement and provide a defects liability period.

The University invited offers through an open procedure for one design-and-build works package. The tender submission deadline was 2 November 2026 at 12:00 UTC, with the award period beginning at that time. The estimated contract value is £3.91 million, and the contract period is 540 days. Bidders had to submit in English, with bids valid for 150 days; variants were not allowed. Selection required an average annual turnover of at least £7.82 million over the previous three financial years and specified insurance cover. Evaluation included technical evidence of completed ISO Class 5 cleanroom projects, quality assurance and environmental standards. Bidders also had to state their intended subcontracting proportion and commit to community benefits. Tendering groups are jointly and severally liable for contract performance.

This opportunity suits a principal works contractor able to take end-to-end responsibility for cleanroom design and construction, specialist building works and integration with existing building services and cleanroom systems. Tenderers needed to provide at least two examples from the previous three years in which they were responsible for both the design and construction of an ISO Class 5 cleanroom, including commissioning and validation to the required classification. Each example had to meet the stated minimum technical score. The team must also meet the buyer’s quality assurance and environmental management standards and be able to demonstrate the required financial capacity and insurance cover. Firms bidding as a consortium or with subcontractors should account for joint and several liability and disclose the planned subcontracting share.

Lot 1

The University is seeking to appoint a works / construction contractor for the design & construction of a ISO Class 5 Semiconductor Cleanroom at Advanced Net Zero Innovation Centre (ANZIC) in Inchinnan. Works include downtakings and alterations, slab isolation, structural works, cladding, specialist fit out and finishes, M&E plant and services, connections to existing systems and the adjacent ISO Class 7 cleanroom, testing, comissioning and validation. The Objective is to deliver a fully coordinated, compliant and operational cleanroom through a single-point design and build arrangement, while maintaining the operation of the wider ANZIC and Rolls-Royce facilities. The Contractor will be responsible for completing the Works relevant to the project and based on the Specification / Scope. Inclusive of this project is a 12-month defects liability period. Please note, the following roles have been set out as part of the Contract: - Client: University of Strathclyde - Architect / Contract Administrator: ECD Architects Ltd (03028104) - Principal Designer: ECD Architects Ltd (03028104) - Quantity Surveyor: Armour Construction Consultants - Principal Contractor: TBC. Economic operators may be excluded from the competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Options: In line with Regulation 72 of the Public Contracts (Scotland) Regulations 2015, this Contract may be modified without a new procurement procedure in accordance with this part in some cases.
