AdvicePro is the only solution identified that demonstrably meets the technical and functional requirements of the service, including compliance with the Scottish National Standards for Information and Advice Providers framework. The system is widely used by Local Authorities across Scotland and provides the functionality required to support service delivery and reporting requirements. The Council's existing system has been assessed as no longer fit for purpose, as it is unable to generate the range and volume of management information and performance reports required by the service. Following consideration of the available options, AdvicePro was identified as the only solution capable of meeting the Council's requirements without significant technical limitations. Accordingly, the award is considered lawful on the basis that competition is absent for technical reasons.",
