## Summary

Falkirk Council is seeking cleaning providers for a multi-supplier framework covering its properties and sites across the Falkirk Council area. The five service areas are cleaning vacant homes before occupation; preparing furnished temporary accommodation for homeless households for the next tenant; maintaining communal areas in 26 flatted blocks, including regular condition and cleanliness checks; annual deep cleaning of school and corporate-site production kitchens and serveries, including equipment, surfaces, and kitchen-canopy filters; and cleaning property exteriors after roofing or roughcasting work. This is a facilities-cleaning services requirement (CPV 90910000). The Council is the buyer. Suppliers can bid for any or all of the service areas; the framework can appoint up to 15 providers.

The Council invited offers through an open procedure. The tender submission deadline was 29 October 2026 at 11:00 UTC; the same time was set for bid opening. The estimated total framework value is £3.84 million. Individual service-area values are £2.2 million for vacant properties, £680,000 for homeless properties, £750,000 for communal areas, £130,000 for kitchen deep cleaning and £80,000 for external cleaning. All five contracts are scheduled to run from 1 February 2027 to 31 January 2031. Evaluation is weighted towards price: vacant and homeless properties, communal areas and external cleaning are assessed 65% on price and 35% on quality; kitchen deep cleaning is 60% price and 40% quality. Bids must be submitted electronically in English; variants are not allowed. The Council may issue a further notice in September 2030.

This opportunity suits cleaning contractors able to deliver one or more distinct service lines across public housing, communal residential blocks, institutional kitchens or building exteriors. Providers bidding for vacant or homeless properties, or communal areas, should be prepared for TUPE potentially applying to third-party employees; the Council states there are no transferring Council employees. Bidders must provide three years of annual accounts and undergo a credit check; a score below 30 out of 100 may lead to exclusion unless satisfactory financial evidence is provided. Companies House registration is required, or bidders must verify their trading identity and address to the Council’s satisfaction. Insurance requirements are higher for the property-cleaning lots than for communal, kitchen and external cleaning. Quality management, health and safety, and environmental standards are assessed, with additional membership and training standards for kitchen deep-cleaning bidders. Staff names and qualifications are required, and community-benefit commitments form part of the framework.

### Lot Information

Deep Clean of Kitchens, Canopies and Ductwork

The service will cover regular cleaning of production kitchens and serveries across Falkirk Council's schools and corporate sites. The authority has a commitment to conduct an annual deep clean of these kitchens to ensure and maintain safety standards. The deep clean should encompass a full clean of all equipment within the equipment and all surfaces. There is also a requirement for the scheduled cleaning and/or replacement of filters in kitchen canopies.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

External Cleaning

This section is for cleaning down of all properties after roughcasting and roofing works have been carried out.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Void Properties

Falkirk Council operates a stock of Void properties for mainstream tenancies. The authority has a commitment to clean these properties prior to occupation.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015. Homeless Properties

Falkirk Council operates a stock of properties for allocation to homeless persons. The authority has a commitment to clean these properties prior to occupation. The service provision consists of visiting void temporary accommodation and preparing them for the next tenant. The properties are generally fully furnished therefore the work will involve more than just a straightforward empty house clean.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015. Communal Areas

The service will cover regular cleaning of communal areas in 26 (13 High Flats) flatted residential blocks in central Falkirk, including high pedestrian traffic areas in each block. In addition, the service provider will be required to carry out regular checks regarding the cleanliness and condition of specified communal areas and maintain these areas to the required standard..
